The Opportunity:
Tetra Tech is adding an Electric Transmission Siting & Permitting Lead to provide strategic leadership for our California Transmission sector, with influence across the Western U.S. This role is critical to shaping market direction, expanding client relationships, growing service offerings, and delivering high-quality transmission siting, routing, and permitting services.
This position is affiliated with our Irvine, CA office but may be remote within California. The successful candidate will work closely with California operations, Energy Program leadership, and business development teams to advance Tetra Tech's transmission practice.

Key Responsibilities:
Business Development & Growth
  • Identify, pursue, and win large electric transmission projects and programs
  • Leverage existing relationships with utility and developer clients
  • Review and respond to RFIs, RFPs, and RFQs
  • Lead opportunity go/no-go evaluations and proposal scope and cost development
  • Grow key transmission client accounts in coordination with Energy Program leadership, with a focus on California and the Western U.S.
  • Recruit, develop, and retain project managers and specialist staff
  • Build in-house transmission sector expertise and best practices
  • Collaborate closely with Renewable Energy account managers and business development teams
  • Maintain continuous professional development and industry knowledge

Strategic Planning
  • Identify industry trends and develop a long-term market and client strategy
  • Establish and expand new service areas aligned with transmission and energy infrastructure
  • Anticipate evolving client needs, regulatory drivers, and industry dynamics
  • Enhance Tetra Tech's transmission capabilities, geographic footprint, and integrated service delivery

Leadership & Practice Development
  • Direct marketing and business development activities for the Transmission Sector
  • Lead outreach efforts including white papers, conferences, and seminars
  • Support development of multi-disciplinary teams, including engineering, survey, and geotechnical staff
  • Promote Tetra Tech's culture with a strong focus on health, safety, and quality

Project Management & Technical Execution
  • Serve as Senior Project Manager delivering transmission siting, routing, and permitting projects
  • Manage multi-disciplinary teams and technical approaches to deliver projects on time and within budget
  • Act as Senior Advisor to mentor and support Project Managers
  • Serve as Subject Matter Expert (SME) for transmission siting, routing, and permitting
  • Work safely at all times and report health and safety incidents or concerns
  • Perform additional duties as required

Education & Experience:
  • Bachelor's degree in Environmental Science or Engineering (required)
  • Graduate degree in a technical, business, or marketing field (preferred)
  • 15+ years of experience in the Transmission sector, preferably within consulting
  • In-depth knowledge of California siting application requirements
  • Experience providing expert witness testimony to the California Public Utilities Commission (CPUC)
  • Demonstrated knowledge of California regulatory agencies, including:
    • California Energy Commission
    • California Coastal Commission
    • California State Lands Commission
    • California Department of Fish and Wildlife
    • State Water Resources Control Board
  • Experience with CEQA, NEPA, federal and state permitting, transmission infrastructure, and renewable energy
  • Working knowledge of GIS and routing/siting software

Compensation:
Pay commensurate with experience.
Pay Range: $160,000 - $225,000 annually
Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.
A pre-employment drug screen in compliance with federal regulations is required, along with a physical if needed.
