Job description

Overview
Lynker Corporation is seeking to hire a Project Manager to support a contract with NOAA's National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF). This is a full-time, primarily remote position based in Silver Spring, MD, anticipated to begin July 1, 2026. Hiring for these positions will be contingent on contract award. Lynker will be operating under its FLOAT joint venture, a NOAA ProTech Fisheries 2.0 prime contract holder.*
NOAA OSF requires project management and administrative leadership to coordinate implementation of fisheries management actions under Executive Order 14276, Restoring American Seafood Competitiveness. This role will oversee contractor staff, manage multiple concurrent projects, and ensure timely, compliant delivery of regulatory and analytical products. This position is contingent upon contract award.
Responsibilities
  1. Identify the fisheries management needs (i.e., collect requirements) of the NMFS Regional Offices and the Atlantic Highly Migratory Species Division to achieve the outcomes described in the Seafood EO, and respond to the requests of NOAA and NMFS leadership.
  2. Develop and execute a plan, with schedules, to meet the needs of the NMFS Regional Offices and the Atlantic Highly Migratory Species Division using staff resources available to achieve the outcomes described in the Seafood EO and respond to the requests of NOAA and NMFS leadership.
  3. Lead the Seafood EO contractor team to ensure Regional and Atlantic HMS needs to implement the Seafood EO are successfully met.
  4. Provide project management and regulatory analysis support to ensure Regional Office and Atlantic HMS fisheries management actions are completed on time.
  5. Collaborate with OSF and Regional office staff to identify and resolve issues and ensure deadlines are met.
  6. Manage multiple projects concurrently and ensure each is appropriately staffed.
  7. Communicate project status, issues, and proposed resolutions to Regional Office and Atlantic HMS staff, and to the federal manager.
  8. Manage multiple contractor resources at any given time.
  9. Coordinate with NMFS leadership, OSF staff, and Regional Office staff whenever necessary to ensure policies and procedures are followed.
  10. Provide updates on project progress and conduct regular meetings with Regional Office and Atlantic HMS staff for all identified fishery management needs.
  11. Ability to lead project management efforts and mentor other contract staff of varying skill levels; provide support and guidance to the team.
  12. Demonstrate strong written and verbal communication skills.
  13. Where necessary, develop and implement improved methods, automated products, and tools that simplify and streamline the processing of operational and administrative functions.
  14. Coordinate a training program for contract staff supporting Regional Office and Atlantic HMS fishery management actions with input and assistance from NMFS experts.
  15. Facilitate the proper accounting of travel cost information for program personnel, reimbursement to the traveler in accordance with Federal Travel Regulations, and local travel policies and procedures.
  16. Provide assistance with creating the electronic categorization, preservation and security of records that should be retained for legal, operational, or historical reasons, and to establish schedules for the disposal of records that are of no further value.
  17. Technical Writing: review and edit technical documentation as needed.
  18. Project Management: define and identify project milestones/phases/dependencies, monitor and communicate project progress, provide information about budget/resource needs, and provide general project management.
  19. EO and Policy Alignment: Monitor all work products to ensure they strictly adhere to EO 14276, the Magnuson-Stevens Act, and other evolving governmental guidance.
  20. Actively identify bottlenecks in the current process and propose workflow adjustments to meet the implementation goals of the Seafood EO.
  21. NEPA Quality Assurance: Review environmental analysis frameworks to ensure they meet the legal standards required for NOAA's management actions.
  22. Ensure technical staff are properly prioritized to support Regional Offices and Atlantic HMS in meeting their fisheries management action needs to implement EO 14276.
  23. Statutory Deadline Monitoring: Track "the clock" on all Magnuson-Stevens Act packages to prevent legal lapses or automatic approvals/disapprovals due to missed dates.
  24. Resource Allocation: Shift contractor staff between drafting various fisheries management actions based on the highest priority Regional/Atl HMS needs to achieve the goals of the Seafood EO.
  25. Document Accuracy Oversight: Verify that all corrected documents comply with the specific formatting and legal requirements of the Federal Register.
  26. Risk Mitigation: Proactively identify and report risks (e.g., staffing shortages, complex NEPA hurdles) that could delay the implementation of fishery management measures.
  27. Recordkeeping Compliance: Ensure the team is meeting federal requirements for both electronic and paper filing systems during the transition of documents.
Deliverables
  • A documented Needs Assessment for fisheries management actions resulting from Regional Office and Atlantic HMS implementation of the Seafood EO, that is kept up to date as work is accomplished and additional needs emerge.
  • Performance Reporting: Provide OSF management with regular status reports highlighting completed fisheries management actions, pending actions, and upcoming deadlines.
  • Completion of training program for contract staff supporting Regional Office and Atlantic HMS fishery management actions
  • Project Management Plan, updated semiannually, on how the contractor will complete and manage the requirements of the PWS.
  • Meeting Minutes for all meetings conducted between the government and contractor related to the performance of the PWS and the management of the contractor.
  • Quality Control Plan on how you will ensure the contractor is meeting acceptable quality levels.
  • Conduct a kick off meeting within 3 days of award of the task order.

Qualifications
Minimum Requirements
  • Bachelor's degree in public administration, environmental policy, fisheries, or a related field (Master's degree preferred)
  • 7+ years of prior project management experience supporting federal programs
  • Demonstrated experience managing multidisciplinary teams in a federal or regulatory environment
  • Strong organizational, leadership, and communication skills
  • Applied expertise with relevant statutes, including the Magnuson-Stevens Act (MSA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), and National Environmental Policy Act (NEPA)
  • Experience with project planning, scheduling, and tracking tools
  • Progress toward or completion of PMP or FAC-P/PM certification required (preferred at time of hire)
Place of Performance
Work will be performed primarily offsite. Occasional travel or on-site support may be required depending on mission needs.
Travel
Limited travel may be required to support Council meetings, NMFS coordination, or workshops.
