Job description

You will serve as a PROGRAM MANAGER in the SYSCOM SECURITY COOPERATION DEPARTMENT of NAVAL AIR SYSTEM COMMAND HQ-OSF.Qualifications:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Demonstrated ability to communicate effectively, both orally and in writing, with international customers, U.S. Government stakeholders, and cross-functional teams to establish customer requirements, negotiate solutions, and execute complex Foreign Military Sales (FMS) programs. Experience managing all phases of program execution, including Letter of Offer and Acceptance (LOA) development, amendments, modifications, implementation, and case execution while serving in a Case Manager, Program Manager, or comparable program management role. 2. Demonstrated knowledge of Foreign Military Sales (FMS), Security Cooperation, and Cooperative Programs, including disclosure considerations, case development, case implementation, financial management, and lifecycle case execution. Experience leading the planning, coordination, and execution of international programs while ensuring compliance with applicable U.S. Government policies, regulations, and security assistance requirements. 3. Demonstrated knowledge of Department of the Navy and NAVAIR acquisition processes, including program management, engineering, logistics, sustainment, procurement, contracts, scheduling, and program milestone execution. Experience developing Statements of Work (SOWs), coordinating contractual procurement actions, and leading cross-functional teams through all phases of defense acquisition and program execution in support of complex weapon system or aviation programs.
