Senior Project Manager / Alternate Project Manager

(2 Roles)

Project Title: HUD NSPIRE NextGen Technology Modernization

Employment Status: Full-Time; Contingent Upon Contract Award

Remote in the U.S. (Eastern or Central Time Zone preferred)

Must have the ability to obtain and retain an active U.S. security clearance.

ABOUT THE ROLE:

MB amp;A is seeking experienced project-management professionals for two key personnel positions supporting a major U.S. Department of Housing and Urban Development (HUD) technology modernization effort: Project Manager and Alternate Project Manager. These positions will lead day-to-day program execution, delivery governance, customer coordination, schedule and risk management, and cross-functional delivery across modernization, data migration, integrations, security, testing, transition, and production-support activities.

The successful candidates will work closely with HUD program and technical stakeholders and MB amp;A delivery teams to help ensure successful performance of a complex federal technology program. The roles require strong federal project-management leadership, disciplined Agile delivery, excellent written and verbal communication, and the ability to coordinate technical and non-technical workstreams. Prior HUD experience is strongly preferred. Salesforce experience is helpful but is not required.

This position is contingent upon contract award and final project staffing. The Project Manager and Alternate Project Manager are designated key personnel for the HUD requirement.

YOU WILL:

  • Serve as the Project Manager or Alternate Project Manager for a complex HUD technology modernization program and support successful performance of contract work and deliverables against the approved schedule.
  • Act as a primary point of coordination among HUD stakeholders, MB amp;A leadership, technical teams, subcontractors or teaming partners, and other delivery participants.
  • Provide day-to-day program governance, maintain clear lines of authority, and ensure decisions, assignments, dependencies, risks, and escalations are actively managed.
  • Develop, maintain, and manage the project management plan, integrated schedule, milestones, deliverables, action items, decision logs, and other program-management artifacts.
  • Lead or support recurring program status meetings, Agile/Scrum ceremonies, change-control activities, risk reviews, release-readiness reviews, and executive or customer briefings.
  • Identify, assess, communicate, mitigate, and escalate risks involving schedule, data integrity, operational continuity, security, dependencies, staffing, and technical delivery.
  • Coordinate delivery across application modernization/configuration, data migration and transformation, integrations, cybersecurity and ATO support, testing/UAT, training, transition, deployment, and production support.
  • Support a structured, low-risk transition and modernization approach while maintaining continuity of nationwide inspection operations.
  • Track team capacity and staffing needs; coordinate work across technical, functional, security, data, quality, and support personnel; and help maintain accountability for commitments.
  • Prepare clear written communications, project plans, schedules, status reports, meeting agendas/minutes, executive briefings, and customer-ready decision materials.
  • Work collaboratively in an Agile environment and translate technical delivery issues into clear program impacts, options, decisions, and next actions.
  • Provide continuity of project leadership and be prepared to act with appropriate authority on daily program and technical-delivery matters when serving in the designated PM role.

YOU HAVE (Required Qualifications):

  • An active Project Management Professional (PMP) certification.
  • SAFe Scrum Master certification. Candidates who do not currently hold the SAFe Scrum Master certification may be considered if they are willing and able to obtain it promptly; MB amp;A may cover the cost of the required training and certification.
  • Demonstrated experience managing complex information-technology projects or programs, preferably in the federal environment.
  • Experience leading cross-functional teams and coordinating technical delivery, schedules, risks, dependencies, customer communications, and program reporting.
  • Strong written and verbal communication skills, including the ability to communicate effectively with senior government stakeholders, technical teams, and business users.
  • Ability to work both independently and collaboratively in a fast-paced Agile environment.
  • Ability to be available during HUD core business hours, generally 8:00 AM to 4:30 PM Eastern Time, Monday through Friday, except Federal holidays or Government closures.
  • Eligibility to work in the United States without sponsorship.
  • Reliable internet service and a professional remote-work environment suitable for frequent video meetings and customer interaction.

Strongly preferred qualifications:

  • Previous experience supporting HUD, particularly HUD OCIO, REAC, PIH, housing technology, inspection programs, or other enterprise HUD initiatives.
  • Experience with large-scale federal system replacement or modernization programs.
  • Experience with enterprise data migration, ETL, data architecture, database modernization, data reconciliation, cutover, or parallel operations.
  • Experience supporting federal security authorization / ATO processes and working with cybersecurity, ISSO, or security-compliance teams.
  • Experience with cloud-based modernization, COTS/SaaS platforms, low-code/no-code platforms, or enterprise commercial software implementation.
  • Salesforce platform, AppExchange, or Salesforce-based implementation experience.
  • Experience supporting federal regulatory systems, inspection systems, housing programs, field/mobile applications, or other mission-critical operational platforms.
  • Experience with Agile delivery, Scrum, DevSecOps, release management, change management, and cross-team program governance.

YOU MUST HAVE THE ABILITY TO:

  • Maintain required professional certifications throughout the period of contract performance.
  • Communicate clearly and professionally in both verbal and written form.
  • Manage multiple work streams, priorities, deadlines, risks, and stakeholder expectations simultaneously.
  • Use collaborative productivity and project-management tools, including Google Workspace and common Agile/program-management platforms.
  • Travel to HUD or MB amp;A locations when required for project needs, meetings, or major program events.
  • Maintain a professional, responsive, accountable, and coachable approach to customer and team interactions.
