POSITION DESCRIPTION: The Mid-Level Business Analyst shall serve as either a primary resource or a backup to other personnel (either Federal or contractor) to administer and maintain data created internally or submitted by Vendor(s) and provide technical support to users of that data. Contractor resources shall serve in a key Help Desk role, engaging in significant contact with vendors and Government users via telephone and email. Additionally, this individual will provide analysis and reporting of financial and contracting data in systems including, but not limited to, FBMS, System for Award Management (SAM), and Structured Query Language (SQL) databases. Must have the ability to quickly master the reporting functions of FBMS and demonstrate competency in SQL and data visualization tools.
The primary place of performance is located at IBC AQD Herndon Office, 381 Elden Street, Herndon, VA 20170. However, remote and offsite support may be considered.
WORK CONTEXT
Most AQD Government employees are and will most likely continue to be in a full-time remote status or a maximum telework status. Contractor employees may propose that their resources be on-site in Herndon, offsite at a Contractor selected location, remote, or a hybrid of locations that best supports the Contractor's approach to meet the requirements successfully. Contractor resources assigned under this Task Order shall physically work in the location status as proposed by the Contractor and approved at Task Order award. The COR must approve location changes. If assigned to the Herndon office, contractor resources should plan to be physically present at the Government site during their duty day. However, Contractor resources that are in a remote status shall work in those designated locations during their duty day. Remote Contractor resource locations will only be considered from the fifty (50) United States and official U.S. territories.
PRIMARY JOB DUTIES
Provide Help Desk support to include, but not limited to, the following:
Assist Contracting Officers (Cos) (or designees) in creating, updating, and maintaining pricing schedules to be loaded for system use in determining the cost of aviation use.
Accurately create and maintain various master data tables related to aviation use within FBMS.
Serve as Subject Matter Expert and provide technical Help Desk support via telephone or email for Vendors who are in the process of submitting or editing AURs or similar data.
Document system functionality issues identified during routine work and provide user-experience feedback and suggestions for functionality or process improvement.
Assist Government personnel in reviewing, correcting, or completing AURs.
Receive public User Access requests for Vendor access to the Government portal; create new accounts; and maintain existing accounts according to required Security procedures.
Develop and update existing user training materials and provide new user training as required by the Government.
Research invoicing or payment errors and work with stakeholders to resolve them.
Communicate professionally and promptly with various stakeholders regarding use report submission issues.
Record and monitor user and system issues associated with a Help Desk, including remedy tickets and invoicing logs. Analyzes this information to identify trends, system and data improvements, and/or user training opportunities.
Provide reporting and tool automation support to include, but not limited to, the following:
As needed, create queries, data extracts, and data consolidation from multiple data sources in support of report development.
Produce and deliver reoccurring and ad hoc reports for the Governments review by the requested due date.
Support report automation, dashboard development, and propose reporting efficiencies.
Perform expert analysis on report results and present findings during report delivery.
Conduct peer reviews and provide recommendations on reports as requested by the Government.
Communicate with Government personnel and contractor resources on customer reports and ensure coordinated issue resolution when necessary.
Develop and maintain standard operating procedures and supporting documentation within the assigned task area.
EDUCATION & EXPERIENCE
Bachelor's degree is required.
At least four to seven years of experience in business analytics or business intelligence, reporting and analysis of data including working with stakeholders, process specialists, and users to elicit and document business requirements.
KNOWLEDGE, SKILLS, & ABILITIES
Experience translating non-technical requirements into technical business requirements and working with other stakeholders to define and document business requirements for new metrics and reports.
Knowledge and experience in designing, developing and maintaining reports and analytical tools for business intelligence and reporting.
Must be able to use current knowledge of business and technology to recommend systems and process improvements and perform ongoing monitoring and refinement of reports and analytical solutions.
Critically evaluates information gathered from multiple sources, reconciles, and identifies gaps, uncover unmet business needs, and works with data engineering and solution architects to create a finished solution.
Ability to quickly learn new applications, processes, and procedures.Ability to collaborate in a team environment and exercise independent judgment.
Ability to create queries, data extracts, and data consolidation, as needed, from multiple data sources supporting report development.
Excellent verbal and written communication skills and advanced SQL, MS SQL Server, and Tableau knowledge.
