Job description

ZemiTek, LLC is a Woman-Owned, SBA-certified 8(a) Small Disadvantaged Business (SDB) based in the Washington, DC metro area. We have a strong record delivering innovative and high-quality solutions. Since 2007, ZemiTek has provided technical assistance, project management, information technology (IT), knowledge management, monitoring and evaluation, training and learning development, and institutional support services.


The Contractor will support USAID's FOIA program by processing and analyzing complex FOIA requests, ensuring compliance with all statutory and regulatory requirements. This role involves research, application of FOIA exemptions, preparation of materials for release, and liaison with requesters and internal stakeholders. The Contractor will be responsible for accurate case tracking, reporting, and maintaining the integrity of FOIA records.

Objectives

Efficiently manage the lifecycle of FOIA requests, from intake through closure, ensuring compliance with timelines, exemption standards, and quality requirements. Provide guidance to internal stakeholders on FOIA procedures and requirements.

Location:ย Washington D.C.
Work Schedule: Full-time, Remote
Starting Salary Range: $132,368 - $167,538.16 a year with the starting salary determined based on candidateโ€™s knowledge, skills, experience, and education, in addition to budget availability.

Clearance: Ability to obtain a Facility Access Clearance

Core Working Hours:ย 1000-1500 EST

Program Administration (40%)ย  -

  • Process and track FOIA requests, research applicable exemptions, coordinate with program offices, and maintain accurate records in FOIAXpress. Deliverables: Fully processed FOIA cases, compliance summaries.

Materials and Presentations (25%)

  • Draft detailed reports or response letters, prepare briefing materials for leadership, and participate in program and interagency meetings. Deliverables: Reports, presentations, briefing packages.

Information Technology (20%)

  • Use FOIAXpress to track and manage case data, generate status reports, and maintain data integrity. Deliverables: System updates, automated case reports.

Legal Analysis (15%)

  • Research case precedents, apply statutory exemptions appropriately, and support legal reviews for sensitive or complex cases. Deliverables: Legal research summaries, exemption justifications.

Bachelor's Degree and 6 years of relevant experience.
