This vacancy is for an Information Technology Specialist (IT Product Manager) in the Office of the Chief Information Officer (OCIO), Bureau of Industry and Security (BIS) within the Department of Commerce.

As an Information Technology Specialist (IT Product Manager), you will perform the following duties:
  • Serve as Information Technology Product Manager.
  • Lead the software development lifecycle from requirements gathering to deployment and maintenance of BIS applications; oversee the deployment of applications to production environments and manage ongoing software maintenance updates.
  • Oversee the design and development of systems capable of performing tasks that include the use of machine learning (Artificial Intelligence) to create, deliver, and maintain algorithms, large language models, and systems that can process and analyze data used to make intelligent decisions or predictions.
  • Coordinate cross-functional teams, including developers, testers, system architects, and project managers to ensure timely and cost effective delivery of software solutions.
  • Collaborate with stakeholders across BIS to understand requirements, prioritize features, and align development goals with mission objectives.
  • Develop and maintain detailed project plans, budgets, risk assessments, and performance reports.
  • Monitor and report on key performance metrics, identifying opportunities for improvement and mitigating risks.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify for the position applicant must met the Individual Occupational Requirements Basic Requirement and the Specialized Experience.
Individual Occupational Requirements Basic Requirement: In the Information Technology Specialist, GS-2210 occupation for the GS-5 through GS-15 (or equivalent) must have Information Technology (IT) related experience demonstrating each of the following competencies:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  • Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as:
  • Developing IT-related product roadmaps aligned to organizational goals and mission; and
  • Acting as a liaison with development teams and/or end-users to ensure communication of product updates, challenges and successes; and
  • Working with cross-functional teams to ensure new products and features are secure and align with modernized IT infrastructure.
