Job description

University of Iowa Health Care Medical Center North Liberty (MCNL) is seeking a Human Resources Associate.  This position will support human resource operations within MCNL with primary emphasis on payroll and onboarding functions. Additionally, this position will assist with provision of advice and guidance to department leadership and employees while supporting additional HR functions such as compliance, recognition, communication, and employee engagement. Key responsibilities include payroll administration, coordinating onboarding sessions, completing onboarding tasks, and supporting overall HR operations.

This position will work Monday through Friday generally between the hours of 8:00am-5:00pm. This position is eligible for a combination of on-campus (MCNL) and remote work. Remote work must be performed at an offsite location within the state of Iowa. Successful candidates must comply with requirements of the remote work program and related policies. Work arrangement options will be discussed during the hiring process.

Position Responsibilities:

HR Program Administration & Operations

  • Maintain and edit confidential personnel documents, responsible for uploading documents to ePersonnel files in HRIS for all MCNL staff.
  • Responsible for workflow-related transactions including Change of Status (Accounting Only, Percent Time Change, etc.), Leave of Absence (LOA), Position Management, Special Compensation payments, etc.
  • Supports completion of payroll processing for MCNL and all underlying departments.
  • Verify and enter Certifications, Licenses, and Degree information for staff in ERMA and HRIS.
  • Follow up with managers of staff due for license renewals, compact state licenses due or other required licenses or certification for staff.
  • Maintain knowledge of human resources policies and procedures, including those covered by Regents Merit System, collective bargaining agreements and the University Professional & Scientific system.
  • Responsible for input and ongoing maintenance of information within UI Driver's License Review System for all MCNL Departments and/or Employees
     

Talent Management & Engagement

  • Distribute UI Health Care Years of Service awards and University Longevity awards to supervisors for dissemination to staff; provide resources and information for effective delivery of awards.
  • Initiate ancillary appointments in ERMA and CQ, submit web requests to HCIS, verify license(s) are current, create name badge and ensure all required paperwork is received for Agency Traveler staff for MCNL departments.
  • Coordinate with UI Health Care Traveler and Finance on matters regarding Agency Traveler staff to ensure any issues are resolved timely.
  • Assists MCNL staff regarding the Performance Review system and requirements.
  • Initiate workflow transactions including requests for flex pay, spot awards or other special compensation.
  • Support staff engagement initiatives.
     

Advising & Communication

  • Assist in distributing and communicating HR updates to MCNL leadership and employees.
  • Communicate with staff and leadership to provide basic 'how to' instructions and guidance regarding policies and practices such as payroll applications, compliance issues, and employment inquiries. 
  • Evaluate requests and exercise discretion and judgment in providing confidential information to appropriate parties internally and externally.
  • Schedule face to face meetings, initiate phone call discussions, and support communication with email updates.
     

Strategic Planning

  • Communicate information, policies, and operational changes to assigned divisions/units; provide input on development of policies and procedures within the department; provide recommendations regarding changes to processes, practices, and strategies.
  • Identify opportunities to improve systems and processes, achieve efficiency and/or improve service delivery.
     

Compliance with Policies, Laws, & Regulations

  • Run HR reports, as needed; follow up to ensure compliance; take action to ensure compliance with laws, University policies and departmental expectations, as requested follow up with assigned divisions/units to address outstanding compliance requirements.
  • Monitor licenses, performance appraisals, eCOI disclosure, Flu Campaign and Harassment Prevention. Generate and distribute reports and communications to leadership regarding compliance deadlines and staff who are not compliant.
  • Complete compliance verification documents for current MCNL staff as requested.

Desired Qualifications:

  • Minimum 6 months' human resources experience (within last 3 years), preferably with payroll and/or onboarding responsibilities. 
  • Ability to be organized, flexible and multi-task in a high volume and fast-paced environment.
  • Working knowledge of state and federal regulations affecting human resources.
  • Knowledge of and experience with HR systems (e.g. HRIS, HRMS, payroll, etc.).
