Job Summary:
The Arizona Attorney General's Office Civil Litigation Division/Division of Civil Rights Section is seeking a Civil Rights Compliance Officer I. Under the direction of the Compliance Manager, the Compliance Officer I will: Review and analyze claims of discrimination from the public, to determine if discrimination in protected classes may have occurred in violation of the Arizona Civil Rights Act, Arizona Fair Housing Act or Arizonans with Disabilities Act (the "Acts"), and determine jurisdictional matters pertaining to the alleged violations. Draft complaints and perform investigations of the allegations stated in the complaints. Maintain assigned investigative files; including review, analysis, sorting and filing of evidence received from parties, attorneys, governmental agencies and other sources. Draft administrative discovery for documents and testimony. Conduct administrative interviews for fact finding purposes. Properly handle evidence and testimony and prepare division records and forms. Participate in litigation preparation, depositions and other pre-trial procedures arising out of cases investigated as needed. Participate in outreach and training for the public regarding the Acts' coverage and compliance with civil rights laws. Complete studies and other special projects as assigned by the Compliance Manager.
This position may offer the ability to work remotely two days a week based upon the department's business needs and continual meeting of expected performance measures.
Job Duties:
Investigate complaints and charges of discrimination. Prepare and send administrative discovery. Review and analyze documentary evidence. Interview parties and witnesses on-site and at office. Review appropriate case law and agency regulations. Consult with the Compliance Manager on the investigation progress. Summarize and interpret evidence received, research case law, statutes, regulations and ordinances.
Review information provided by potential complainants to determine whether claims are within the Division's jurisdiction, review and analyze documents presented by potential complainants, refer potential complainants to outside agencies for assistance as appropriate, and schedule intake appointments.
Conduct in-depth intake interviews of potential complainants, review documents and analyze information. Create written complaints of discrimination, explain and discuss the investigative process and legal rights to the complainant or charging party. Ensure the signature of complainant and prepare intake processing forms for submission to clerical support staff.
Confer with the Compliance Manager regarding appropriate case finding recommendations(s) after investigation. Write investigative report and case analysis memorandum. When necessary, confer with legal staff regarding case recommendations. Maintain case files to the specifications of the Division.
As necessary, organize files and evidence for litigation and discuss with legal staff. Testify in court proceedings when necessary.
Attend educational seminars, make presentations to community groups and organizations, and train others on Civil Rights laws. Distribute informational materials regarding civil rights laws to the public and organizations. Attend staff meetings, trainings and work on special projects as directed.

Knowledge, Skills & Abilities (KSAs):
Knowledge
• Knowledge of State and Federal civil rights laws and regulations in the areas of housing, employment, public accommodations, and voting discrimination.
• Knowledge of jurisdictional requirements and the legal elements of proof needed to establish a prima facie case under the Acts.
• Knowledge of laws and rules regarding evidence and legal and professional ethics.
• Knowledge of the Division's contract requirements with federal agencies, the EEOC and HUD, regarding deadlines, file maintenance, and report preparation.
• Knowledge of communication strategies, interviewing strategies and techniques, evidence gathering and analysis, logical and analytical models, and file and case management.
• Knowledge of theories of business and human resources management.
• Knowledge of conflict resolution theories, methods and techniques; time management principles; and operation of necessary resource materials, software, and equipment.
• Knowledge of community organizations and resources.
Skills
• Skill in verbal and written communication, interpersonal relations, interviewing and investigative techniques, including ability to review and analyze information and evidence.
• Skill in accurately documenting and summarizing verbal and written communications.
• Skill in drafting legal documents and correspondence.
• Skill in preparing a strategic plan of action specific to the investigation of each case.
• Skill in conducting research regarding applicable laws, regulations and policies, as well as company and property ownership.
• Skill in computer operation, including use of word processing, databases, and network software.
• Skill in operating office equipment.
Abilities
• Ability to focus on issues, determine what information is relevant, evaluate the credibility of witnesses, make decisions, and solve problems.
• Ability to analyze documents and data for relevant information and analyze the facts derived and their context to draw conclusions.
• Ability to communicate verbally with parties and legal staff, including conducting interviews and providing understandable and logical instructions.
• Highly-developed writing ability to draft correspondence, administrative discovery, investigative reports and analyses for review by management and legal staff.
• Strong ability to apply the law to specific investigations of discrimination. Ability to simultaneously handle multiple priorities and tasks, in spite of constant interruptions.

• Travel is required for this position. A valid Arizona Driver's License is required, along with consent to have your driving record run periodically.
