As a Human Resources Consultant, you will serve as the consulting equivalent of an in-house HR Manager for multiple government contractor clients. This role is delivery-focused and execution-oriented, with responsibility for implementing and managing day-to-day HR operations, compliance, and talent activities across assigned client engagements.

You will work under the direction of senior team members, translating approved strategies into compliant, scalable, and high-quality HR deliverables. While client interaction is a regular part of the role, the primary emphasis is on backend execution, documentation, and operational follow-through. Top candidates will have strong recruiting experience, SCA knowledge and expertise in creating HR systems from the ground up.

This role is ideal for experienced HR professionals who enjoy hands-on execution, operational ownership, and variety across clients. It is not a standalone practice-lead or client-owning role but offers a clear path for growth within a consulting delivery model. High-performing Delivery Consultants may progress into Senior Consultant roles with expanded client leadership responsibilities over time.

RESPONSIBILITIES

  • Execute and implement tailored HR solutions for assigned government contractor clients in alignment with approved strategies, project plans, and consulting direction.

  • Support and operationalize strategic HR initiatives across HR Operations, Compliance, HR Technology (e.g., HRIS, ATS), Employer-Sponsored Benefits, and Employee Relations by translating senior-level guidance into practical execution.

  • Serve as the day-to-day HR delivery lead for assigned clients, managing operational HR activities and functioning as the primary execution point under the oversight of a Senior Human Resources Consultant or Principal Consultant.

  • Support detailed HR assessments by gathering data, reviewing documentation, and analyzing current-state practices; prepare draft findings, recommendations, and implementation materials for senior consultant review and client presentation.

  • Maintain proactive, effective, and regular HR communication with clients related to deliverables, timelines, and required inputs, emphasizing execution status and business impact while escalating strategic or high-risk matters as appropriate.

  • Provide full life cycle recruitment support as needed including requisition intake, candidate screening, coordination, and compliance documentation, particularly within Service Contract Act (SCA)–covered environments.

  • Execute compliance-related activities for government contractors, including OFCCP obligations and required government contract reporting, ensuring accuracy, timeliness, and proper documentation.

  • Draft, update, and maintain HR documentation, including policies, employee handbooks, codes of ethics, employee communications, and compliance records, in accordance with applicable laws and client requirements.

  • Manage and efficiently execute multiple HR projects concurrently, tracking deadlines, dependencies, and deliverables to ensure high-quality outcomes across client engagements.

QUALIFICATIONS:

Experience & Education Requirements

  • Bachelor's degree in Human Resources Management, Business Administration, or a related field.

  • 6–10 years of progressive HR experience, including responsibilities equivalent to an HR Manager or HR Business Partner role within federal government contracting environments. Experience operating in a project-based, billable consulting environment preferred.

  • Demonstrated ability to execute independently while aligning with senior consulting direction.

  • Proficiency in organizational development and/or government contract recruiting is highly desirable.

  • Demonstrated ability to adapt to rapidly changing environments, with a focus on delivering high-quality, consistent service.

  • Excellent organizational skills and attention to detail, with a capacity to juggle multiple priorities effectively.

  • PHR or SPHR preferred.

  • Success in this role depends on the ability to work collaboratively within a cross-functional team, contributing actively and supporting shared objectives.

Compensation and Benefits
