Summary

We are hiring many experienced Human Resources (HR) Specialist across the Department in various regional and functional Bureaus. If eligible, applicants will be referred to similar vacancies across the Department for an extended time period.

Duties
Help
  • Initiates all requests for personnel actions for Civil Service, ensuring accurate preparations and accomplishment of purpose. Processes Foreign Service personnel actions that affect awards, benefits or corrections.
  • Promotes internal and external training.
  • Advises client Bureau managers of their responsibilities in the appraisal/evaluation process and develops guidelines and presentations to ensure that advice is effectively communicated to rating and reviewing officials .
  • Advises top management and subordinate management officials on long-term recruitment strategies to best attract, hire and retain a skilled, diverse and motivated workforce including available flexible hiring authorities.
  • Evaluates the extent to which policies or procedures are understood by personnel and takes measures to correct understanding or application.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in the HR functional area of staffing and recruitment, performance management, human resources development and/or benefits management.
Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating issues, determining applicable precedents, and recommending innovative strategies to resolve complex HR issues.
Experience coding and/or processing personnel actions in Global Employment Management Systems (GEMS) in accordance with the Guide to Processing Personnel Actions (GPPA).
There is no substitute of education for specialized experience for the GS-13 position.
