Job description

The Deputy Project Manager (Journeyman) supports the U.S. Department of Transportation (DOT) and reports to the Task Order Project Manager. This position is mostly remote with travel to the Arlington, VA worksite.
This position is for a proposal and is pending award/funding.
Role Summary
The Deputy Project Manager provides day-to-day program management support for DOT’s enterprise migration from its current HR system to Oracle Cloud HCM. This role ensures integrated planning and execution across PMO, HR, IT, data, and OCM workstreams supporting the full lifecycle of the Oracle Cloud HCM implementation.
Key Responsibilities
  • Support planning and execution of the Oracle Cloud HCM migration program, including design, build, testing, and deployment phases
  • Maintain and manage the integrated master schedule, ensuring alignment across system implementation, data migration, and organizational change activities
  • Track and manage risks, issues, and dependencies related to Oracle HCM implementation, including integration, data, and adoption risks
  • Coordinate across HR, IT, OCM, and vendor/integrator teams to ensure successful system migration and deployment
  • Support governance processes, including status reporting, executive briefings, and stakeholder updates tied to Oracle Cloud HCM progress
  • Maintain program management artifacts, including project plans, action trackers, and performance metrics
  • Support alignment with OPM guidance, federal HR requirements, and shared services objectives
  • Assist in cutover planning, go-live coordination, and post-deployment stabilization activities
Required Qualifications
  • Bachelor’s degree
  • 8+ years of experience in program or project management
  • Experience supporting enterprise system implementations or migrations (ERP, HRIS, or SaaS platforms)
  • Strong organizational, coordination, and stakeholder management skills
  • PMP, CAPM, or equivalent project management certification
Preferred Qualifications
  • Experience supporting Oracle Cloud HCM implementations or HR transformation programs
  • Familiarity with federal HR systems, shared services, or OPM environments
  • Experience working across multi-functional teams (HR, IT, OCM)
  • Oracle Cloud Foundations Associate or similar cloud certification
