About the Role

We are looking for aHousing Implementation GrowthLeadto join our Energy, Environment, and Infrastructure (EEI) group and help expand our presencewithstate agencies and localitiesacross high-priority states. The selected person willdrive coordinated, client-centered growth across ICF'sstateand localdisaster recovery,resilienceand hazard mitigationmarkets.

This role requires an energetic, strategic, and disciplined sales leader who cansell a comprehensive set of housingrehabilitation and new construction services, including case management,outreach,damage assessments, construction management, and federal and state compliance capabilitiesthat resonate with disaster-prone community leaders.This role also requires a person whocan lead teams,owncomplex pursuits, and build trusted relationships withpublic sector clientsacross the country.

TheHousing ImplementationGrowth Leadplays a pivotal role in leading sales executionand ensuring a robust, high-quality pipeline of opportunities from early identification through contract close.This also includes mapping current activities andidentifyinggrowth opportunities intarget states whilecoordinating efforts betweendelivery teams andlocal sellers. As theHousing ImplementationGrowth Lead, you will work closely withproject managers,subject matter experts, proposal teams, marketing, and delivery staff to pursue opportunitiesto lead CDBG-DR funded housing recovery programs and stateand other federallyfunded housing resilienceprograms.

Our multidisciplinary teams serve clients acrossdisaster recovery,hazard mitigation,climate resilience, infrastructure, transportation, and environmental planning.Wesupport U.S. federal agencies; state, local, tribal, and territorial (SLTT) governments; and non-governmental partners to design and implementprogramsto help communities recover after disasters and build resilience prior to disasters.This is a high-impact role with autonomy, visibility, and the opportunity to shape how ICF partners with state agencies on some of the most pressing issues of our time.

Key Responsibilities

Pipeline Development and Management

  • Identifyand oversee a pipeline of opportunities across geographies,service offerings,and teams,ensuringfocuson strategicfit, quality, and conversion.

  • Drive early-stage, proactive opportunity identification and shaping, in partnership withmarket intelligenceand research resources.

  • Providestrategic guidance on opportunity qualification, prioritization, and capture strategy.

  • Ensure disciplined pipeline governance, including forecasting, reviews, and compliance with sales processes.

  • Monitor pipeline performance against sales targets and adjust strategy to improvepursuitquality and win rates.

Client and Partner Relationship Management

  • Develop strategic solutions for growing relationships with keystateand local governmentbuyers and decision-makers, positioning ICF as a trusted advisor for existing and emerging needs.

  • Build and sustain strong internal partnerships acrosscapture, proposal, marketing,deliveryandother enterprise teamsto align client strategy and solutioning.

Strategy Development

  • Strong understandingofdisaster recoverymarketincluding HUD, FEMA, and other federal funding sources madeavailable after disasters.

  • Understanding ofthe housing recovery program lifecycle from Action Plan development throughprogramdesign and start up through monitoring and closeout.

  • Understanding ofhousing recoveryand resilienceimplementation challenges faced by states and local governments.

  • Strong understanding of how and where technology solutions havebeen deployed in the delivery of housing rehabilitation and construction programs.

Required Qualifications and Experience:

  • Demonstratedtrack recordof leading pursuits and winning new business with a structured and disciplined process and mature pursuit methodologies
