A Day in the Life

We are seeking a Capture and Proposal Specialist to support our Treatment Technologies team. This role is designed for someone who can help the team win competitive work while also strengthening the systems, templates, tools, and processes that make pursuit activity more efficient and consistent.

This position is approximately 50% proposal development and coordination and 50% capture, business development, pipeline, and process improvement support. The role will support competitive RFPs, RFQs, municipal bids, technical proposals, client-facing qualifications (SOQs), and related pursuit materials, while also helping track opportunities, research the competitive landscape, monitor bid portals, support pursuit planning, improve content libraries, and advance automation and innovation efforts.

The successful candidate will be a strategic partner to a highly technical, fast-paced team. This person should be curious, organized, responsive, comfortable learning complex treatment technologies, and motivated to improve how proposals are developed, reviewed, tracked, and submitted.

This position is fully remote with occasional travel to U.S. office locations for team meetings, training, or business needs.

The annual salary range for this role is $75,000-$85,000, commensurate with experience, skills and geographic location.

Key Responsibilities

Proposal Development and Competitive RFP Support | Approximately 50%

  • Coordinate the development, review, and submission of assigned proposals, qualifications, RFPs, RFQs, RFIs, municipal bids, and other client deliverables.
  • Manage proposal intake, schedules, assignments, compliance requirements, production timelines, and final submission steps.
  • Develop and maintain compliance matrices, checklists, outlines, content plans, and proposal schedules. Ensure that proposals are developed with adequate lead time for internal reviews and approvals.
  • Coordinate inputs from sales team, technical subject matter experts, project managers, operations, pricing, legal, and leadership.
  • Support technical editing, proofreading, formatting, version control, and quality reviews to help ensure proposals are accurate, compliant, consistent, and client-ready.
  • Review proposal packages for grammar, formatting, product naming, scope alignment, required forms, pricing consistency, terms and conditions, and submission instructions.
  • Help prepare and submit materials through bid portals, procurement platforms, and client-specific systems.
  • Support proposal setup, file organization, document routing, signatures, bonds, forms, attachments, and other submission requirements.
  • Help create cohesive, Onterris-branded proposal templates and technical proposal frameworks across Treatment Technologies product and service lines.
  • Maintain and improve reusable proposal content, including standard language, project descriptions, resumes, product/service descriptions, scope language, graphics, and supporting documents.

Capture, Pipeline, and Business Development Support | Approximately 50%

  • Monitor bid portals, procurement sites, pipeline aggregators, municipal opportunity sources (including ConstructConnect), and other channels to identify relevant opportunities.
  • Track open pursuits, upcoming deadlines, proposal status, decision points, and pipeline health, and assist in managing related Salesforce records.
  • Support opportunity qualification by gathering client background, procurement details, project context, incumbent information, teaming considerations, and pursuit risks.
  • Assist with capture planning, including win themes, differentiators, client needs, key personnel strategy, stakeholder mapping, and teaming partner coordination.
  • Understanding of the competitive landscape and how to message and tailor accordingly.
  • Support proposal debriefs, win/loss tracking, lessons learned, and follow-up reporting.
  • Help develop dashboards, trackers, and reporting tools that give leadership and account teams better visibility into pursuit activity.
  • Partner with the team to identify bottlenecks in proposal and capture workflows and recommend practical improvements.
  • Support automation, standardization, and innovation efforts, including templates, reusable content, proposal setup tools, intake processes, and future improvements.
  • Help reduce the administrative burden on the sales team so they can focus more time on technical solutions, client strategy, and selling.

  • Bachelor's degree in English, Communications, Marketing, Business, Environmental Science, Engineering, or a related field preferred, or equivalent relevant experience.
  • At least 5 years of experience in proposal coordination, capture support, business development, technical marketing, sales enablement, or a related role preferred.
  • Direct experience supporting competitive RFPs, RFQs, municipal bids, public-sector procurements, or professional services proposals strongly preferred.
  • Experience in environmental services, water treatment, remediation, treatment technologies, engineering, construction, equipment, or technical services environments preferred.
  • Strong proficiency in Microsoft Word, Excel, PowerPoint, SharePoint, and Adobe Acrobat required.
  • Experience with proposal, CRM, project management, or content systems such as Salesforce, ClickUp, GovWin, ConstructConnect, or similar platforms preferred.
  • Experience with AI, automation tools, proposal templates, content libraries, pricing systems, or process improvement initiatives is a plus.
  • Shipley, APMP, or related proposal/capture training or certification desired
  • Strong writing, editing, proofreading, and technical communication skills.
  • High attention to detail, especially for compliance, pricing alignment, proposal instructions, and final QA/QC.
  • Strong organizational and time management skills.
  • Ability to coordinate multiple contributors and keep work moving under deadline pressure.
  • Curiosity and willingness to learn complex technical subject matter.
  • Self-starter with initiative, follow-through, and sound judgment.
  • Comfortable improving imperfect systems, organizing scattered content, and building repeatable processes.
  • Strategic, service-oriented, collaborative, and responsive.
  • Able to balance tactical proposal execution with longer-term process, automation, and content improvements.
