Job description

BEM Systems, LLC (BEM) provides comprehensive environmental consulting services for a diversity of projects and clients, ranging from federal, state, and local government to small businesses and single-family homeowners.  We are a mid-sized firm, which means the selected candidate will have an opportunity to contribute meaningfully within a team-oriented environment while gaining invaluable exposure to the variety of services that make up the environmental consulting industry.

Position Overview
We are seeking a skilled GIS Developer to design, develop, and maintain Esri based geospatial SaaS products that support Right of Way (ROW), parcel, and transportation workflows for state and local DOT clients. This role focuses on building map centric and spatial analysis capabilities used in project planning, ROW acquisition, and transportation decision making.
The ideal candidate has strong experience with Esri Enterprise technologies, understands DOT and ROW business contexts, and is comfortable implementing buffer analysis, parcel fabric workflows, and route based spatial analysis. Exposure to AI assisted spatial insights is a plus, but GIS fundamentals and transportation domain knowledge are the priority.


Key Responsibilities

•    Design, develop, and maintain GIS enabled web and enterprise applications using Esri technologies.
•    Build and integrate geospatial services, REST APIs, and data pipelines that support ROW projects and parcel data.
•    Implement workflows for CAD and GeoJSON ingestion, validation, transformation, and storage within geospatial databases.
•    Implement spatial analysis workflows, including buffer analysis, proximity analysis, and impact assessments.
•    Support parcel centric GIS workflows, including parcel life cycle visualization and status based mapping.
•    Support and maintain React-based web applications, ARCGIS Web Apps and Web Maps
•    Work with Parcel Fabric data models and parcel based editing and visualization.
•    Implement and support route based and Linear Referencing System (LRS) spatial workflows where applicable.
•    Develop interactive maps, dashboards, and analytical views for transportation and ROW stakeholders.
•    Apply AI assisted techniques to enhance GIS capabilities, such as intelligent querying, spatial prioritization, and data quality insights.
•    Manage and optimize spatial databases and geodatabases.
•    Collaborate with solution architects, product teams, and DOT stakeholders to translate requirements into scalable GIS solutions.
•    Support GIS production systems, troubleshoot issues, and implement enhancements.
•    Ensure data accuracy, performance, security, and adherence to GIS best practices.
•    Create technical documentation and support knowledge transfer.
 

Requirements
•    Bachelor’s degree in GIS, Computer Science, Engineering, or a related field (or equivalent practical experience)
•    3+ years of experience in GIS application development
•    Strong experience with Esri technologies (ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro)
•    Strong experience in Python/JavaScript for geospatial and geoprocessing development (C# a plus)
•    Design and Develop feature editing pipelines (create/update/delete spatial features) and APIs.
•    Hands on experience with spatial databases (PostgreSQL/PostGIS, SQL Server)
•    Strong understanding of REST services and API integrations
•    Experience working with common geospatial data formats and standards.

Preferred Qualifications
•    Experience supporting Right of Way (ROW) or GIS environments for Departments of Transportation.
•    Experience conducting buffer analysis, proximity analysis, and spatial impact assessments.
•    Experience working with Parcel Fabric and parcel based GIS data models.
•    Experience with Linear Referencing Systems (LRS) and route based event data.
•    Familiarity with project, parcel, and corridor based GIS workflows
•    Experience parsing and transforming CAD formats (DWG/DXF) into GIS-ready formats.
•    Exposure to AI assisted analytics or decision support tools applied to GIS.
•    Experience with cloud based GIS deployments (Azure preferred)
•    Familiarity with DevOps practices, CI/CD pipelines, and source control (Git)
•    Experience supporting GIS solutions in a government or regulated environment.
•    Strong Experience with ArcGIS API for JavaScript, and TypeScript or similar frameworks
