  • Applies a wide range of financial management systems and military pay systems related expertise in the development of new financial management systems.
  • Prepares and coordinates staff papers describing proposed and existing technical and functional systems design and new financial management system development based upon an objective analysis of the current automated military pay system (DJMS).
  • Reviews and studies regulations, directives and legislation concerning financial matters and confers with representatives of other DoD and DFAS staff agencies to discuss the application of proposed regulations to the new financial management systems.
  • Works with military pay specialists, accountants, systems accountants, and computer systems analysts to plan, develop, test, document, validate, train, and evaluate the new financial management systems for Army and the other military services.
  • Provides functional advice applicable to financial management systems, military pay and accounting functions regarding new system procedures due to changes, directed or
    legislated.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience applying expertise in financial and military pay systems to develop and implement new financial management systems; and reviewing, analyzing, and applying federal regulations and legislation to ensure the compliance of financial systems; and leading or participating in the full lifecycle of system development, including planning, testing, documentation, validation, and training for new financial management systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
** To verify you meet the time-in-grade requirement, please provide a copy of a recent SF-50 that shows you have completed at least 52 weeks at the next lower grade level.
Examples of qualifying SF-50s include:

  • Within-Grade Increase (WGI)
  • Promotion
  • Any SF-50, if its effective date allows a specialist to calculate 52 weeks of service. (The effective date is in the upper-right corner of the SF-50)**

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
