The Department of Health Care Information Services intends to hire for one position at either the Project Manager classification, requisition #26004876, or Senior Project Manager requisition #26004873, based on the qualifications of the successful candidate.

Position Summary:

The Project Manager provides project management support within the Project Management Office (PMO) for capital construction projects across Health Care Information Services (HCIS). This position plans, coordinates, and manages the technology scope for small- to medium-sized capital projects-such as office relocations and remodels, clinics, and laboratories-while supporting larger, more complex capital projects across the portfolio. The role spans the full project lifecycle, including the design, construction, and activation phases.

The PMO delivers project management support for the University of Iowa Health Care community through the application of the Project Management Institute (PMI) global standard methodology, delivering projects within budget, on schedule, according to scope, and in a manner that best contributes to accomplishing the University of Iowa Health Care strategic plan. This position ensures that project goals and objectives are met within established time frames, budgetary, and hospital requirements-preparing project status reports, managing resources, conducting and facilitating project meetings, monitoring schedule progress, addressing constraints, and mitigating risks and challenges in a timely manner.

Working in partnership with HCIS and Capital Management, the Project Manager helps coordinate technology requirements for capital construction projects and serves as a point of contact for architects, engineers, contractors, and vendors on technology review and validation. The position assists with the development and tracking of technology budgets, helps monitor the configuration and integration of technology solutions to meet enterprise standards, and works with a range of stakeholders-including staff-level employees, department-level leadership, hospital administration, medical and clinical staff, division leadership, and technical and non-technical users-serving as a change agent for the organization while working effectively in a professional environment.

This position is eligible for hybrid work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually and must comply with the remote work program and related policies and employee travel policy when working at a remote location. 

Position Responsibilities:

• Types of Projects: Plan, coordinate, and manage the technology scope for small- to medium-sized capital projects of low to moderate complexity, including office relocations and remodels, clinics, and laboratories. Support larger, mission-critical capital construction projects under the direction of a Senior Project Manager while coordinating assigned projects across the portfolio.
• Project & Service Management: Plan, estimate, organize, and manage multiple small- to medium-scale projects and/or assist with larger-scale projects. Apply PMI methodology, standard status reporting, templates, and tools to deliver assigned projects successfully to plan.
• Functional Support & Liaison: Serve as a functional resource supporting the connection between HCIS and Capital Management, helping translate business practice into systems and services. Assist with the procurement, implementation, and deployment of technology solutions for capital construction projects, and help monitor system configuration and integration to meet enterprise standards, HCIS standards, and best practices.
• Budget Management: Assist with the development and tracking of technology budgets for assigned capital projects. Collaborate with HCIS staff and Capital Management to create and monitor budgets during design, track actuals against budget, and conduct budget variance analysis.
• Relationship Management: Develop and maintain positive, collaborative relationships and build consensus with architects, engineers, contractors, vendors, peers, and key customers to support the technology scope of capital projects across the design, construction, and activation phases.
• Communication & Coordination: Support effective cross-functional communication between HCIS and Capital Management. Participate in and facilitate meetings with HCIS and project stakeholders to validate technology scope, deliverables, and expectations, and help maintain regular communication channels.
• Process & Documentation: Assist with analyzing and documenting business processes to validate project scope and support accurate budget creation early in the project lifecycle. Maintain SharePoint repositories and project documentation that enable timely resource assignment, document management, and coordination across UI Health Care departments.
• Schedule Management: Review and maintain capital project schedules throughout the design and construction phases, effectively communicating schedule issues and providing recommendations for corrective actions.
• Risk Management: Identify risks, assumptions, and constraints; help create contingency plans and options; and escalate complex issues to a Senior Project Manager or the PMO Director in a timely manner.

Education Requirements:

Bachelor's degree or equivalent in a related field such as information technology, architecture, engineering, construction management, construction administration, or a combination of education and experience.

Experience Requirements:

• Project management experience, typically 1-3 years implementing and managing multiple small- to medium-scale programs/projects, preferably including capital construction and/or technology integration.
• Demonstrated ability to work independently with a strong focus on customer service, utilizing established PMO program/project management methodology, processes, procedures, tools, and techniques.
• Experience assisting with project and technology budgets, including budget tracking, variance analysis, and financial reporting.
• Ability to build and maintain effective relationships and consensus with architects, engineers, contractors, vendors, and internal stakeholders.
• Ability to lead process improvement activities, make enhancement recommendations, and implement workflow and business process changes.
• Ability to communicate effectively, both verbally and in writing, with all levels of management, technical and non-technical users, and project team members.
• Demonstrated strong project management, organizational, and facilitation skills, with the ability to simultaneously manage multiple small- to medium-scale projects.
• Proficiency in project management tools such as M365, MS Teams, MS Project, MS Word, MS Excel, MS SharePoint, MS Visio, and MS PowerPoint.
• Experience applying the concepts of the PMBOK (Project Management Body of Knowledge) and project management principles, methodology, processes, tools, and techniques.

Desired Qualifications:

• PMI Project Management Professional (PMP), Master Certificate in Project Management, PRINCE2, ITILv3, Lean, Agile, and/or Six Sigma certification.
• Project management experience in capital construction and/or a health care delivery setting.
• Knowledge of healthcare environments and the technology systems that support them.
• Experience supporting technology scope and integrations for capital construction projects (e.g., low-voltage, audiovisual, building automation, security, and medical technology systems).
• Experience serving as a technical liaison between information services and facilities or capital management functions.
• Understanding of project management methodologies and best practices.
• Experience in budget tracking and financial reporting.
