Lead a mission-critical platform engineering program supporting the Department of Veterans Affairs (VA)! As the Program Manager, you will support technical, management, and administrative aspects directly impacting Veteran care.
Position Description: The Program Manager provides strategic oversight and day-to-day management of a mission-critical VA healthcare cloud application while ensuring all contract requirements are performed in accordance with approved plans, schedules, and performance standards under a Scaled Agile Framework (SAFe).
Minimum/General Experience: 10 years of experience in program or project management; 5 years of experience managing complex federal information technology (IT) programs
Minimum Education: Bachelor's Degree in information technology, computer science, engineering, business administration or related field; Project Management Professional (PMP) certification (preferred)
Essential Skills/Qualifications:
  • Expert experience successfully managing complex technical programs in an Agile SAFe environment
  • Expert experience supporting Federal Government programs and comparable enterprise-level applications and services that deliver Mission-Critical functionality
  • Expert experience maintaining regular communication with the Contracting Officer's Representative (COR) and Government technical leadership
  • Expert experience with strategic planning and program oversight
  • Expert experience coordinating technical and operational activities
  • Expert experience scheduling and milestone management
  • Expert experience with risk identification and mitigation

Tasks/Activities include, but are not limited to:
  • Serves as a primary point of contact regarding the program
  • Maintains authority over all technical, management, and administrative contract performance objectives
  • Oversees strategic planning, program execution, milestone management, and risk mitigation
  • Delivers and maintains the Contractor Project Management Plan (CPMP), Weekly Progress Reports, Monthly Deliverables Reports, and Five-Year and One-Year Forecasts
  • Leads PI Planning, Sprint Reviews, and executive-level milestone briefings in alignment with telehealth and scheduling cadence and SAFe governance
  • Ensures all key personnel and supporting staff maintain compliance with VA policies, training requirements, and security directives
  • Coordinates resource allocation, onboarding, and personnel transitions to ensure continuity of service with no degradation to platform operations
  • Maintains transparent, proactive communication with the contracting officer and VA leadership on all issues, risks, and program status
  • Oversees ad hoc data collection, reporting, and analysis requests
  • Performs as an Oxley Supervisor/Team Lead:
    • Perform as a Hiring Manager during the Recruiting Process
    • Implement corporate goals; Establish and implement employee individual goals
    • Oversee timesheets
    • Support Paid Time Off (PTO) management and tracking, and compliance items
    • Implement and monitor adherence to employee handbook, code of conduct, policies, and quality management practices
    • Provide an environment that promotes productivity, efficiency, and quality

    • Resolve employee issues; Address pain points; Provide guidance and problem solving
    • Coach, mentor, motivate, and/or train employees
    • Demonstrate familiarity with what each team member's responsibilities and assignments are

Compensation & Benefits: The annual projected pay range for this position is $118,305 - $164,227 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.
