GSA OASIS contract task order capture, DOD proposal experience.

Overview:

The Proposal Writer is responsible for developing compliant, compelling, and winning proposals for U.S. Federal Government opportunities, with a focus onย GSA MAS, OASIS/OASIS+, Small Business set-asides (8(a), HUBZone, SDVOSB, WOSB), and DoD/MDA SHIELD programs.

Proposal Development:

  • Write, edit, and finalize:
    • Technical volumes
    • Management/Staffing plans
    • Past performance sections
    • Executive summaries
  • Translate SME input intoย clear, compliant, and persuasive content
  • Align responses with:
    • Section L (Instructions)
    • Section M (Evaluation Criteria)

Compliance & Strategy:

  • Develop and maintain:
    • Compliance matrices
    • Proposal outlines and storyboards
  • Ensureย 100% RFP/RFQ compliance
  • Integrateย win themes and discriminatorsย aligned to customer priorities

Federal Contract Vehicles Expertise:

ย GSA MAS (Schedule)

  • Write labor category narratives
  • Support pricing justification (CSP, PRC)
  • Map offerings toย SINs

OASIS / OASIS+

  • Supportย scoring-based submissions
  • Provide evidence-backed documentation for:

  • Coordinate inputs across Capture, Contracts, SMEs, HR, and subcontractors.
  • Oversee final production, submission (SAM.gov, PIEE, Grants.gov), and support ENs, clarifications, orals, and revisions.ย 

Required Qualifications:

ย Education:

  • Bachelor's degree in:
    • Business, Communications, English, Engineering, or related field
      (or equivalent experience)

Experience:

GSA OASIS contract task order capture, DOD proposal experience.

  • 5-10+ years inย federal proposal writing
  • Proven experience with:
    • GSA MAS proposals
    • OASIS / OASIS+ IDIQ
    • DoD proposals (preferred)
  • Experience supportingย $10M-$1B+ opportunities
