This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Management and Program Analyst (Contracting Officer's Representative), you will:
  • Acts as the Contracting Officer's Representative (COR) to oversee contractor performance, ensuring strict compliance with the statement of work (SOW), performance work statements (PWS), and delivery schedules.
  • Evaluates contractor invoices and vouchers for reasonableness and accuracy against contractual rates, recommending approval or rejection for payments.
  • Partners with program managers to plan procurements, including developing Statements of Work (SOW), Performance Work Statements (PWS), market research, and independent government cost estimates (IGCE).
  • Tracks project funding, monitors contractor burn rates and analyzes key contract dates to ensure sufficient lead time for necessary funding or contract modifications.
  • Evaluates the efficiency and effectiveness of assigned programs and systems to provide senior leadership with data-driven recommendations for operational improvements.
  • Interprets and applies federal acquisition regulations (such as FAR 42.302), procurement policies, and administrative guidelines to ensure all program operations and contracts remain fully compliant.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting 3 of Total 4 of the following:
  1. Monitoring complex contracts to ensure contractor deliverables meet the statement of work and required performance standards.
  2. Developing procurement strategies to support the creation of statements of work, cost estimates, and acquisition plans for multiyear programs.
  3. Reviewing project budgets to maintain accurate tracking of expenditures and identify when funding adjustments are needed.
  4. Analyzing program operations to provide recommendations that improve efficiency and strengthen mission outcomes.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
