Description

SAIC’s Contract and Procurement Team represents the full depth and breadth of the acquisition value chain – from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management and subcontractor development). We are the full acquisition organization that supports our external and internal customer mission. Our dynamic team of acquisition professionals support 

SAIC's key business areas and the enterprise growth strategy. SAIC’s Contract and Procurement organization is seeking an experienced and highly adaptable Senior Contracts Analyst to manage contracts/proposals with various Civilian Agencies.

The position requires knowledge of the federal government contracts field and will conduct the preparation, negotiation, acceptance, and management of government contracts to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. This individual will serve as a strategic partner to key stakeholders throughout the capture, proposal, and contract execution phases. This position requires the ability to multi-task and work several projects concurrently in a fast-paced environment. The individual shall be a confident, organized and detail-oriented team player with the ability to foster and build collaborative business relationships. For the right candidate, this position may be 100% remote nationwide. This position does not have direct reports.


Duties Include:

  • Client facing and have key role in building trusted relationships with client counterparts, represents organization as a prime contact on contracts or projects.
  • Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to contract requirements.
  • Works closely with project teams and maintains a high level of visibility on the account, demonstrating the value of the contract management function with project or account teams.
  • Advises project management of contractual rights and obligations and provides interpretation of terms and conditions.
  • Interacts with senior internal and external personnel on significant matters often requiring coordination between functional areas, escalating matters to Contract Management lead in a timely and controlled fashion.
  • Drives process efficiency to current tasks and seeks innovative ways to improve performance of the team.
  • Pre-proposal activities: drafting Request for Information (RFI) and whitepaper responses; completing non-disclosure agreements (NDAs)/ proprietary information agreements; negotiating teaming agreements (TAs) inclusive of workshare;
    assist in crafting proposal strategies.
  • Proposal preparation; negotiation and administration of various contract types to include Cost Reimbursable (CR), Time and Materials (T&M), Firm Fixed Price (FFP) and multiple Task Order contracts development; collection and submission of data for regulatory reporting; and management of OCI Plans.

Qualifications

Required Education and Qualifications:

  • Bachelor’s Degree in Business Administration or a related business discipline, and 6+ years of
    experience, or a Master's Degree in Business Administration or a related business discipline, and 4+ years of experience. An additional 4 years of experience may be considered in lieu of a degree.
  • US Citizenship Required.
  • Strategic mindset with a focus on driving innovation and adapting to evolving business landscapes.
  • Understanding and wide application of principles, concepts, practices, and standards in contract administration.
  • Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, TINA and CAS.
  • Cost proposal experience is required.
  • Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements.
  • The candidate should have a track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
  • Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service).
  • Experience in contract risk management and negotiation.
  • Demonstrated ability to think critically and make informed decisions.
  • Excellent oral and written communication skills are required.
  • Strong organizational skill and ability to handle a fluctuating workload and multiple priorities.
  • Ability to work independently with minimal supervision.

  • Experience working with GWACs, GSA Schedules, Master Agreements, and various contract vehicles (i.e., Alliant II, GSA MAS, etc.) is desired. 

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
