Vantor is seeking an experienced Government Contracts Manager to support a fast-paced, mission-driven business serving U.S. government customers and strategic industry partners. This role will manage the full lifecycle of complex government and commercial agreements, with a particular focus on FAR Part 12 contracts, Other Transaction Agreements (OTAs), prime contracts, subcontracts, software and data licensing, Teaming Agreements, nondisclosure agreements, organizational conflicts of interest (OCI), and GSA contracting.

The ideal candidate is a practical, critical thinker who can assess contractual risk, develop creative solutions, and move transactions forward while maintaining strong compliance and business judgment. The successful candidate will work closely with Legal, Contracts, Finance, Sales, Business Development, Security, Product, and Program Management teams.

Key Responsibilities
  • Manage the lifecycle of prime contracts, subcontracts, task orders, modifications, and related contractual documents.
  • Support the negotiation, administration, and compliance management of FAR Part 12 commercial item and commercial services contracts.
  • Draft, review, negotiate, and administer OTAs and related agreements.
  • Support government and commercial software licensing, data licensing, subscription, and services agreements.
  • Draft and negotiate Teaming Agreements, NDAs, reseller and partner agreements, and other strategic collaboration arrangements.
  • Identify, evaluate, and mitigate organizational conflicts of interest and support related representations, disclosures, mitigation plans, and compliance obligations.
  • Support GSA contracting activities, including GSA Schedule requirements, contract modifications, pricing, ordering procedures, and compliance.
  • Interpret and apply the FAR, agency supplements, applicable OTA guidance, and company policies.
  • Advise internal stakeholders on contractual rights, obligations, risks, deliverables, intellectual property, data rights, security requirements, and flow-down provisions.
  • Coordinate with Legal and business stakeholders on contract strategy, negotiations, approvals, and issue resolution.
  • Maintain accurate contract records, obligation and deliverable tracking, and contract administration documentation.
  • Support audits, internal reviews, customer inquiries, and government compliance assessments.
  • Develop and improve repeatable contracting processes, templates, playbooks, and training materials.
  • Monitor regulatory and contractual developments affecting government contracting and communicate relevant changes to stakeholders.
Required Qualifications
  • At least 10 years of experience in government contracts, contracts management, or a related field.
  • Significant experience with FAR Part 12 contracts, prime contracts, subcontracts, and government procurement processes.
  • Demonstrated experience with OTAs and related agreements.
  • Experience negotiating or administering software licenses, data licenses, technology agreements, Teaming Agreements, and NDAs.
  • Working knowledge of OCI requirements and mitigation practices.
  • Experience with GSA contracts or GSA Schedule administration.
  • Active U.S. government security clearance, or the ability to obtain and maintain one.
  • Strong understanding of contract interpretation, negotiation, compliance, and administration.
  • Excellent written and verbal communication skills.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple priorities and meet deadlines in a high-volume, fast-paced environment.
  • Ability to exercise sound judgment and work effectively with limited supervision.
Preferred Qualifications
  • Experience supporting aerospace, defense, intelligence, geospatial, software, data, or other technology companies.
  • Experience with commercial technology transactions involving intellectual property, data rights, artificial intelligence, or cloud services.
  • Experience working with U.S. government contracting officers, contracting officer representatives, prime contractors, and subcontractors.
  • Familiarity with government cybersecurity, supply chain, export control, and intellectual property requirements.
  • Professional certification such as NCMA CPCM, CFCM, or equivalent.
  • Bachelor’s degree in business, contract management, finance, law, or a related field.

Pay Transparency

To support pay transparency, Vantor includes salary ranges in all U.S. job postings. Starting pay for this role will fall within the listed range and will be based on factors such as experience, qualifications, skills, location, and market conditions. Candidates who meet the minimum requirements for the role should not expect to receive compensation at the top of the range. The listed range reflects the expected pay for this position, and final offers will be determined based on each candidate’s experience, expertise, and alignment with the role.

  • The base pay for this position within Colorado is: $98,000.00 - $130,000.00 - $143,000.00 annually.
  • The base pay for this position within the Washington, DC metropolitan area is: $107,000.00 - $143,000.00 - $157,300.00 annually.

For all other states, we use geographic cost of labor as an input to develop market-driven ranges for our roles, and as such, each location where we hire may have a different range.
