Program Overview ย 

RIVA Solutions supports the U.S. Department of Commerce (DOC), International Trade ย 

Administration (ITA), in establishing and operating an AI Center of Excellence (AI-CoE) ย 

under the O๏ฌ€ice of the Chief Information O๏ฌ€icer (OCIO). This program advances IT ย 

modernization by designing, developing, deploying, and maintaining arti๏ฌcial intelligence ย 

and machine learning solutions that strengthen mission outcomes across the Commerce ย 

enterprise. ย 

The AI-CoE provides AI application development, model lifecycle management, data ย 

engineering, security support, quality assurance, and Agile delivery services that enable ย 

DOC to mature toward higher levels of operational and technological excellence. RIVAโ€™s ย 

work ensures that AI tools and systems are reliable, scalable, secure, and aligned with ย 

federal cloud and data strategies. ย 

Position Overview ย 

RIVA Solutions is seeking a Low Code AI Engineer to support the delivery and ย 

operationalization of AI-enabled solutions using low-code platformsโ€”primarilyย Microsoft ย 

Power Platform and Copilot Studioโ€”within the AI Center of Excellence. This role focuses ย 

on enabling, deploying, integrating, and monitoring AI experiences in Microsoftโ€™s ย 

specialized government cloud environment (Government Cloud Computing/Government ย 

Community Cloud), designed to meet the compliance and security needs of Federal, State, ย 






Local, and Tribal governments. Emphasis is placed on con๏ฌguration-๏ฌrst development, ย 

CI/CD, data/content ingestion pipelines, and ongoing operations to ensure reliable ย 

production performance. ย 

This position partners closely with technical teams and federal stakeholders to implement ย 

scalable low-code solutions, establish repeatable delivery patterns, and support the ย 

knowledge/content lifecycle that powers AI experiences (e.g., ingestion, validation, refresh, ย 

governance, and monitoring). Traditional, heavy machine learning model development is ย 

not a primary expectation for this role, though limited support may be required as future ย 

mission use cases evolve. ย 

U.S. Citizenship is required, along with the ability to obtain and maintain a federal Public ย 

Trust investigation. This position is fully remote within the United States. ย 

Core Responsibilities ย

Enable and deliver low-code AI solutions using Microsoft Power Platform and ย 

Copilot Studio to support enterprise mission needs. ย 

Con๏ฌgure, integrate, and operationalize AI experiences, including connectors, ย 

work๏ฌ‚ows, approvals, and automation patterns that support secure enterprise ย 

adoption. ย

Support cloud delivery within Microsoftโ€™s specialized government cloud ย 

environment (Government Cloud Computing/Government Community Cloud), ย 

ensuring solutions align with federal security, compliance, and governance ย 

requirements. ย

Implement and maintain CI/CD processes for Power Platform/Copilot solutions ย 

(solution packaging, environment promotions, release management, and ย 

deployment automation). ย 

Build and support data/content ingestion pipelines that prepare and maintain ย 

knowledge sources for AI experiences (knowledge lifecycle management, ย 

validation, refresh schedules, and quality checks). ย

Deploy, monitor, and optimize low-code AI solutions in production, including ย 

telemetry, alerting, performance monitoring, and incident response support. ย 

Partner with Data Engineers and platform teams to ensure content and data are ย 

structured, accessible, and maintained for AI-enabled experiences (without ย 

requiring heavy feature engineering or predictive modeling). ย 

Use Python or lightweight scripting only as needed for function calls, integration ย 

edge cases, automation gaps, or specialized operational support. ย

Document platform con๏ฌgurations, release procedures, operational runbooks, ย 

integration patterns, and technical implementation details. ย 

Collaborate with AI Developers, Data Engineers, Scrum Masters, and federal ย

Stay informed on emerging low-code AI capabilities (Power Platform, Copilot Studio, ย 

governance, and federal cloud guidance) to improve solution quality and ย 

maintainability. ย 

Minimum Quali๏ฌcations ย

Bachelorโ€™s degree or equivalent professional experience. ย 

Minimum 2 years of experience delivering low-code solutions, platform ย 

enablement, automation, or related engineering work (Power Platform/Copilot ย 

Studio strongly preferred). ย

Experience con๏ฌguring, deploying, and supporting solutions across multiple ย 

environments (dev/test/prod), including release and change management practices. ย 

Experience with CI/CD concepts and implementation for low-code or platform- ย 

based solutions (packaging, deployments, environment strategy, and operational ย 

monitoring). ย

Experience supporting data/content ingestion, integration, or lifecycle processes ย 

that enable AI experiences (knowledge management, data preparation work๏ฌ‚ows, or ย
