Job description

Job Summary:
We are seeking a Configuration/Change Management Specialist to support enterprise IT operations and Enterprise Management (EM) services within the Military Health System (MHS). This role is responsible for overseeing configuration baselines, managing change control processes, and ensuring system integrity, traceability, and compliance across enterprise environments.
The ideal candidate has strong experience in configuration management practices, Change Advisory Board (CAB) coordination, documentation governance, and regulated IT environments where stability, auditability, and controlled change are critical.
*This position is contingent upon contract award.*
Job Duties and Responsibilities:
Core Responsibilities
  • Establish, maintain, and enforce configuration management processes for enterprise systems and EM services.
  • Develop and manage configuration baselines for infrastructure, applications, and system components.
  • Review, assess, and track change requests to ensure proper documentation, impact analysis, and approval workflows.
  • Coordinate and support Change Advisory Board (CAB) meetings, including preparation of change records, technical summaries, and impact assessments.
  • Ensure all changes follow established lifecycle processes including submission, review, approval, implementation, and validation.
  • Maintain accurate Configuration Management Database (CMDB) records and system inventories.
  • Validate that configuration updates align with security requirements, STIG guidance, and RMF control documentation.
  • Track and report configuration deviations, unauthorized changes, and compliance gaps.
  • Collaborate with Systems Engineers, Platform Engineers, IA Security, and Architecture teams to assess risk and system impact prior to change implementation.
  • Support release management processes by ensuring configuration and change documentation is complete prior to enterprise rollout.
  • Assist with audit readiness by organizing and maintaining configuration records, version histories, and change evidence artifacts.
  • Develop and maintain configuration management plans (CMPs), standard operating procedures (SOPs), and governance documentation.
  • Identify opportunities to improve workflows, automation, and governance efficiency.
  • Perform additional duties as assigned in support of enterprise IT modernization initiatives.

Job Requirements (Education/Skills/Experience):
Required Qualifications
  • Active Secret clearance
  • Demonstrated experience supporting configuration management and change control processes in enterprise IT environments.
  • Strong understanding of system lifecycle management, release workflows, and IT service management practices.
  • Experience supporting CAB processes and conducting technical impact assessments.
  • Understanding of Windows enterprise environments, cloud or hybrid infrastructure, and configuration baselining concepts.
  • Knowledge of DoD cybersecurity frameworks, RMF, and DISA STIG compliance processes.
  • Strong documentation, analytical, and reporting skills.
  • Ability to manage multiple change activities in complex, high-availability environments.

Preferred Qualifications
  • Experience supporting Enterprise Management (EM) systems or large-scale federal IT modernization initiatives.
  • Familiarity with DevSecOps or release engineering concepts in regulated environments.
  • Experience supporting audit and compliance inspections within DoD or federal organizations.
  • Experience implementing configuration automation or change tracking enhancements
  • Experience with secure cloud architecture patterns in Azure (identity, access, segmentation, logging/monitoring)
