Job Title: Proposal Manager
Location: 100% Remote
Job Type: Permanent
Salary: USD $100,000 - $120,000/yr + Benefits
Job Description:
Seeking an experienced Proposal Manager to lead the full lifecycle of federal government proposals, from opportunity qualification through final submission. The ideal candidate will manage multiple proposals, ensure compliance, and collaborate with business development, capture, and technical teams to deliver winning proposals.
Key Responsibilities
  • Manage end-to-end federal proposal development (RFPs, RFIs, RFQs, Sources Sought, Task Orders).
  • Develop proposal schedules, compliance matrices, and review plans.
  • Write, edit, and review proposal content, including executive summaries, technical approaches, staffing plans, past performance, and resumes.
  • Coordinate kickoff meetings, color team reviews, and final submissions.
  • Maintain proposal libraries, templates, and reusable content.
  • Support capture planning, win strategies, and business development efforts.
  • Ensure proposals are compliant, high quality, and submitted on time.

Qualifications
  • Bachelor's degree or equivalent experience.
  • 5+ years of federal proposal management and writing experience.
  • Experience supporting federal contractors (small business preferred).
  • Strong knowledge of FAR/DFARS and federal procurement.
  • Experience with IDIQs, GWACs, and rapid-turnaround proposals.
  • Shipley methodology experience/certification preferred.
  • Proficient with Microsoft Office, Teams, and SharePoint.

Preferred Experience
  • DoD, Intelligence Community (IC), or civilian federal agency proposals.
  • Proposal process improvement and content library management.
  • Capture management and business development support.
