The Washington State Board for Community and Technical Colleges (SBCTC) provides support, coordination and oversight for Washington State's system of 34 public community and technical colleges through three divisions - Educational Services, Business Operations, Information Technology - and the Executive Director's Office.
The State Board for Community and Technical Colleges (SBCTC) is seeking qualified candidates to fill a recently vacated PeopleSoft Developer & Support Engineer position within the Application Services team. The Application Services department within SBCTC's Information Technology Division is responsible for delivering enterprise applications and related support services to Washington State's community and technical colleges, as well as the State Board office.
The PeopleSoft Developer and Support Engineer will perform technical support, development, and maintenance functions for the ctcLink ERP system, which includes PeopleSoft Human Capital Management, Campus Solutions, and Financials suites. The role will have a primary focus on Oracle's PeopleSoft Human Capital Management (HCM) suite. This position will serve as a technical subject matter expert for HCM applications and business processes, while supporting PeopleTools, integrations, accessibility, and collaboration across the broader ctcLink environment as needed. The position requires the ability to analyze complex technical issues, research and identify solutions, and deliver coding, configuration, and data-driven resolutions. Strong written, planning, analytical, and verbal communication skills are essential to effectively collaborate with functional teams, technical staff, and system stakeholders.

This is a full-time, exempt position. The annual compensation for this position is $107,352 to $107,352. Washington State has a generous benefit package including health, dental, life insurance, long-term disability, retirement, and two optional deferred compensation programs. This position may be eligible for up to 100% telework, consistent with agency policy and operational needs. The selected candidate must be available to work during regular business in the Pacific Time (PT) zone.

Duties
  • Provide expert-level technical application support for Oracle's PeopleSoft Campus Solutions, Human Capital Management, and/or Financials application. Work directly with functional analysts, security analysts and end users to provide root cause analysis of issues related to data integrity, delivered Oracle code, customizations and integrations with third-party systems. Identify and troubleshoot coding and/or data issues by utilizing application and server log files, PeopleTools software and components and SQL Developer software. Test and implement bug fixes. Provide additional support to the other PeopleSoft applications as needed.
  • Consult with functional analysts, support analysts and stakeholders to understand client business needs and requirements. Prepare technical and functional specifications. Design and develop customized applications and third-party integrations based on business requirements utilizing Application Designer, PeopleCode, Component Interfaces, Application Packages, XML Publisher, Integration Broker, SQR, Crystal Reports, Web Services, Approval Workflow Engine, PS Query, SQL Developer and Excel to CI interfaces.
  • Perform functional unit testing for bug fix activities, new application development and integrations with internal and external third-party systems. Provide technical support to quality assurance team, functional analysts and end users during system integration testing and user acceptance testing, including issue resolution.
  • Assist in the deployment of application upgrades, patches, configurations and critical updates. Review release notes from Oracle, analyze PeopleSoft Update Manager compare reports to determine impacts to customizations and third-party integrations and create retrofit projects to integrate Oracle releases into customizations and third-party integrations.
  • Collaborate with hosting provider for managed services (network, security and hosting) and application management services (PeopleSoft application, databases and third-party systems) to resolve incidents related to system performance, connectivity, code migrations, data integrity issues, application updates and critical patches.
  • Adhere to established development and accessibility standards and follow approved software development life cycle processes.
  • Provide technical assistance in training, mentoring, and coaching business and technical staff.
  • Perform other duties as assigned.

Qualifications
Minimum Qualifications
  • Bachelor's or advanced degree in Computer Science or Information Systems OR equivalent combination of related experience and/or education.
  • Five or more years of work experience with PeopleSoft Campus Solutions, Human Capital Management, and/or Financials systems 9.0 or above. Up to three years of experience may be substituted with work in other ERP systems.
  • Experience with Oracle PeopleCode, PeopleTools, Approval Workflows, Application Engine, Application Package, Component Interface, and Integration Broker.
  • Experience with Oracle SQL.

Preferred Qualifications
  • Experience with technical development to meet WCAG 2.2 accessibility standards.

Retirement and Deferred Compensation

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
