This position is located in the Office of the Chief Information Officer (OCIO). The incumbent provides leadership in a visionary and collaborative manner to accomplish strategic Department of Housing and Urban Development (HUD) Information Technology missions, goals and program objectives. The Deputy Chief Information Officer will work collaboratively with the Chief Information Officer and other Senior Leaders within and external to the OCIO.
The OCIO is responsible for HUD's technology infrastructure and for the processes and practices that support the flow of information. Through collaboration and coordination with HUD program and support offices, in conjunction with the CIO, the DCIO manages OCIO resources, infrastructure, security, compliance, internal and external customers, and technology priorities by ensuring consistency, accountability, and clear lines of communication between OCIO offices and stakeholders.
The Deputy Chief Information Officer is responsible for:
-The Chief Information Security Officer (CISO) establishes security policy; ensures compliance with security policies; monitors and ensures timely response and remediation to security breaches and violations of information assurance policy and procedures; educates users, stakeholders, and customers on information assurance and maintains a liaison with operational security. CISO has the primary responsibility for FISMA compliance reporting, however the Privacy Division has its own separate FISMA reporting and compliance requirements. Under the leadership of the Assistant CIO for OCRPM and the Chief IT Transformation Officer (who is designated to act on behalf of the Assistant CIO for OCRPM in regard to official business in his/her absence), the office is responsible for meeting HUD's programmatic needs through customer engagement, marketing, product development, and capital planning. This office consists of three divisions: Enterprise Program Management, Investment Management, Enterprise Architecture, and one staff, the Innovation and Open Government Staff.
-The Deputy Chief Information Officer for Business and Information Technology Resource Management Officer (OBIRM), led by the Assistant CIO for OBIRM and the Senior Expert for IT Resource Management (who will act on behalf of the Assistant CIO for Business and IT Resource Management in regard to official business in his/her absence). The OBIRM is responsible for human and financial resource management, including OCIO funds control, budget execution, internal controls, and acquisition management. The OBIRM also provides support to the Office of the Chief Human Capital Officer (OCHCO) for an Enterprise IT Workforce Center of Excellence that will be responsible for skill assessments and inventories, identification of strategies to fill skills gaps, certification, training, and human capital development. The office is responsible for the FOIA and Paperwork Reduction Act functions that will be housed in the Audit Compliance Branch. The OBIRM consists of three divisions: Business Management, Administrative Management, and Privacy, and one staff member, the Strategic Planning Staff.
-The Infrastructure and Operations Office (IOO) under the leadership of the Assistant CIO for IOO consists of five divisions: Data Center Service, Desktop and Headquarter Service Delivery, Unified Communication Service, Field Service Delivery Division (East) and Field Service Delivery Division (West). The Assistant CIO, IOO oversees the planning, facilitation and collaboration between sponsors and various stakeholders to clearly identify and prioritize needs and formulate plans necessary to address the stated needs, advises the CIO and Deputy CIO on the application of technology infrastructure to improve business processes through implementation, maintenance and operation of HUD's technology enterprise systems, applications and technology planning procedures and the protection of HUD's mission critical and essential technology systems and applications; keeps HUD's technology infrastructure current and on platforms that improve productivity. Develop strategic, tactical and technological plans and processes and budgets to support HUD's mission. The Office also ensures that HUD is on the leading edge of technology choices.
-The Chief Technology Officer (CTO) develops strategic plans and programs for technology renewal and insertion; manages the Information Technology Infrastructure Library (ITIL) adoption for service delivery; approve technology standards and/or technical standard deviation requests; and manage strategic emerging technology programs. The CTO also provides recommendations to the Customer Care Committee (CCC) and/or CIO based on input of the Technical Review Committee (TRC) and CTO decisions. The CTO identifies enterprise solution are established and needs for new capabilities based on business needs and establish technical standards.

Qualifications
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last five (5) years, a political Schedule A, Schedule C, Noncareer SES or Presidential Appointee employee in the Executive Branch, you must disclose this information on your resume and to the Human Resources Office.
As a basic requirement for entry into the senior executive service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

MTQ 2: Mastery of modern IT theories, principles, concepts, standards, and practices sufficient to develop and lead teams on vision, new theories, concepts, principles, standards, and methods in the specialty area(s).
MTQ 3: Demonstrated experience in presenting, negotiating, defending, explaining, advocating and expressing facts and ideas in a convincing manner in order to negotiate with individuals and groups in a manner that influences them to support a position.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification (MTQ) requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
