Job description

Summary of Responsibilities:

At ATC, we don't just build and maintain the electric transmission system that powers communities-we continuously improve how that work gets done.
We're seeking a strategic, influential, and passionate Lead Construction Program Manager - Standards, Quality & Training to help elevate project management excellence across our Construction Project Management organization. In this highly visible leadership role, you'll drive enterprise-wide standards, quality assurance practices, onboarding, training, governance, and continuous improvement initiatives that directly impact how ATC delivers critical infrastructure projects.
This is an opportunity for a seasoned project delivery professional who is ready to move beyond managing individual projects and instead influence how an entire organization plans, executes, learns, and improves.

Essential Responsibilities:

Why This Role Matters

Success in this position is measured by the organization's ability to execute projects more consistently, effectively, and efficiently through stronger standards, improved quality, enhanced learning programs, and increased project management capability.

You'll serve as a trusted advisor, quality champion, standards owner, mentor, and organizational change leader-helping project managers across ATC deliver better outcomes for the communities we serve.

What You'll Do
  • Lead the development, maintenance, and governance of project management standards, processes, and procedures.
  • Drive quality assurance efforts and improve the consistency of project deliverables across the organization.
  • Develop and enhance onboarding programs, learning pathways, and competency development initiatives for project management professionals.
  • Partner with leaders and stakeholders to identify opportunities for organizational improvement and capability building.
  • Facilitate lessons learned, peer reviews, and continuous improvement initiatives that strengthen project execution.
  • Influence project management practices across multiple functions without direct authority.
  • Help shape the future of project management excellence at ATC through training, coaching, governance, and knowledge management.
What You'll Bring
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Business, Project Management, or a related field.
  • 10+ years of progressively responsible experience in utility, construction, engineering, infrastructure, program management, or related environments.
  • Demonstrated experience leading complex transmission, substation, capital construction, or infrastructure programs.
  • Experience developing standards, governance frameworks, procedures, or organizational processes.
  • Experience mentoring, coaching, or developing project professionals.
  • Experience driving continuous improvement and organizational change initiatives.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Experience with Learning Management Systems, particularly Brightspace.
  • Experience developing training curricula, onboarding programs, or competency frameworks.
Why ATC

At ATC, you'll join a mission-driven organization dedicated to reliably powering communities and enabling the energy future. You'll work alongside talented professionals who value collaboration, innovation, continuous learning, and operational excellence while making a lasting impact on the electric transmission system that serves millions. ATC embraces flexibility in our work and our workplace. We trust our employees to get work done where and when it makes sense, depending on the schedule for the day and the needs of the business. However, this is not a 100% remote position and would require relocation to Wisconsin.

The targeted base pay for this position is $171,600 to $200,200 annually.* Base pay is one component of our comprehensive total rewards package which includes an annual incentive bonus, employer-sponsored pension plan, 401(k) match, HSA contribution, life & disability insurance, health care benefits, generous time off plans, flexible work arrangements, and much more.
