Job description

Axyde Analytics is assembling a proposal team for USTDA solicitation 1131PL26R0063, South and Southeast Asia Aviation Infrastructure Project Scoping Mission. This contingent, intermittent role leads the climate, environmental-social safeguards and development-impact work package.
WBS responsibilities
• Screen climate hazards, drainage, coastal, seismic, heat, power/fuel and operational-continuity risks.
• Assess applicable host-country and financier environmental-social requirements, land/resettlement, biodiversity, noise, labor, health/safety, stakeholder and grievance issues.
• Translate hazards and impacts into design events, mitigation, studies, responsibilities, quantities and lifecycle requirements.
• Define development-impact baselines, indicators, attribution logic and data plans for safety, connectivity, trade, jobs and inclusion.
• Reconcile resilience and mitigation requirements with engineering alternatives, budget, schedule and sponsor capacity.
Required evidence
• 10+ years of aviation or infrastructure climate-resilience, environmental-social due diligence, safeguards or development-impact work.
• Demonstrated hazard screening, mitigation planning, stakeholder analysis, safeguards or impact-measurement assignments.
• Evidence of studies, due diligence, TORs, monitoring plans or decision-ready reports.
• Ability to apply only the standards supported by the assignment and identify material stop conditions.
Preferred evidence
• FAA environmental programs, DFI safeguards, island/coastal or mountain airports, South/Southeast Asia experience.
Engagement
Remote and intermittent over a potential four-year contract period, subject to award and individual assignment authorization. Limited international travel may be requested for applicable assignments and will be confirmed separately. U.S. citizenship or lawful permanent residence is required for proposal eligibility. Selection, award, hours and travel are contingent.
