Job description

Axyde Analytics is assembling a proposal team for U.S. Trade and Development Agency solicitation 1131PL26R0063, South and Southeast Asia Aviation Infrastructure Project Scoping Mission.
This fully remote, contingent role is for the accountable Aviation USTDA Technical/Study Lead. The selected person would serve as the proposal-identified technical owner for the aviation scoping mission if Axyde is awarded: primary author/principal investigator, discipline-team integrator, owner of findings and recommendations, and the person who turns specialist inputs into a coherent Government-facing scoping product.
Depth and seniority sought:
- 15+ years of aviation infrastructure, airport planning, aviation program management, airport transaction/project-preparation, or comparable civil-aviation advisory experience.
- Demonstrated leadership of aviation studies, feasibility studies, project-preparation assignments, master planning, technical due diligence, or government/IFI/USTDA-style advisory deliverables.
- Direct responsibility for TORs, WBS/task plans, schedules, budgets, work plans, findings, recommendations, alternatives analysis, stakeholder/sponsor coordination, and quality control.
- Ability to integrate airport demand/capacity, airside/civil, safety/regulatory, finance/PPP, legal/institutional, environmental/social, country/institutional, terminal/ORAT, cargo/MRO, ICT/OT/cyber, and technical-review specialists.
- South Asia, Southeast Asia, emerging-market aviation, USTDA, multilateral development bank, export-promotion, or government sponsor experience is strongly preferred.
- Evidence of senior authorship, technical direction, executive briefing, and defensible recommendation writing is required.
