The primary purpose of this position is to serve as a logistics management specialist in support of Common Aviation Support Equipment (CAvSE) acquisition phases of assigned systems, programs, or major equipment.

Help
  • Working with the senior specialists and/or project/program manager for CvSE or a specific weapons system, subsystem, or program, analyzes installation and MAJCOM planning and programming documents to determine the nature and scope of CAvSE acquisition efforts.
  • Working with the manager for a specific CAvSE program, participates in the development and coordination of assessment criteria, indicators and procedures for measuring system/equipment performance, and sustainment effectiveness on a continuing basis, and for major decision points in the lifecycle of systems/equipment.
  • Assists Product Groups participates in contract and procedures used in the development and delivery of CAvSE.
  • Represents the senior logistics management specialist and higher-level officials at command conferences to advise on current and future status of the CAvSE program.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes ability to analyze and monitor logistics planning, acquisition, and programming documents for aviation support systems; Develop and coordinate performance standards, sustainment metrics, and lifecycle evaluation procedures to measure effectiveness and identify deficiencies; Analyze logistics databases to monitor compliance and recommend program deviations based on cost, schedule, and performance; Advise and communicate program status, present briefings, and coordinate logistics requirements to stakeholders.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable CAvSE program.
3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
4. Knowledge of contractual processes, procedures, and technical requirements.
5. Ability to plan, analyze, and coordinate CAvSE to applicable product group for acquisition and transfer into operational use; to include the identification and correlation of specific CAvSE requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
