Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate, Infrastructure in the following locations:
  • Del Rio, TX (1)

  • Laredo, TX (1)

Help
In this position, you will lead the planning, acquisition, deployment, and sustainment of border infrastructure and technology projects to deliver integrated solutions in support of U.S. Border Patrol operations. The position directly advances the CBP and USBP mission by providing analyses and program oversight that shape major policy and resource decisions, improving the effectiveness and efficiency of border infrastructure and technology programs across PMOD and service-wide operations.
This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). Salary listed reflects the Rest of U.S. (RUS) scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.
As a Program Manager, you will be responsible for leading and managing complex border infrastructure and technology programs to ensure effective planning, execution, and continuous improvement in support of U.S. Border Patrol. Typical duties will include:
  • Planning, organizing, coordinating, controlling, and evaluating PMOD programs and projects for the construction, deployment, and maintenance of border infrastructure and technology on behalf of USBP.
  • Directing PMOD activities, including project management, technology deployment, acquisition activities, configuration and change management, and asset management.
  • Overseeing the overall planning, direction, and timely execution of PMOD program activities and projects, including developing and substantiating business cases within established budgets and timeframes.
  • Providing leadership as a project leader and Subject Matter Expert (SME) to develop and improve management processes and methods, lead cross-organizational teams, and recommend solutions to complex program and management issues.
  • Developing and implementing methods, internal controls, and process improvements to enhance quality, reduce costs, manage resources as corporate assets, and ensure appropriate safeguards against fraud, waste, and misuse in accordance with the Federal Managers' Integrity Act.

Temporary/Rotational Assignment: To meet agency needs, this position will be filled on a temporary basis not-to-exceed (NTE) September 30th, 2029 for construction of Border Wall System. You may be returned, at any time, to the position you held prior to this temporary promotion, or to a different position of equivalent grade and pay, and the return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. If you are currently at the grade level of the position announced, this action will result in a reassignment, and you may be returned at any time to a same or similar position held prior to this temporary assignment. If you currently hold a grade level higher than the grade being announced, this action will result in a change to lower grade, and you may be returned at any time to the position held prior to this temporary assignment or to the same or similar position at the lower grade level. Return to your original location will be prioritized, but is not guaranteed.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Applying advanced analytical tools and methodologies (e.g., statistical analysis, program evaluation techniques) to resolve broad and complex management or resource allocation problems for major programs or organizational units;
  • Developing, interpreting, and implementing laws, regulations, policies, or directives to address complex operational or management issues and improve organizational effectiveness;
  • Preparing and delivering comprehensive written reports and oral briefings with conclusions and recommendations on agency-level or organization-wide policies, programs, or studies to senior leadership;
  • Planning, organizing, and directing cross-functional or cross-organizational teams, including establishing objectives, monitoring progress, and delivering results within established timeframes;
  • Serving as a key liaison or advisor to managers and executives, providing authoritative guidance on program operations, process improvements, or resource management issues.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
