Program Manager, Regulatory Compliance (Contract)

Location: Arlington, VA 22202 (Onsite with potential hybrid flexibility)
Duration: 3-Month W2 Contract with Potential Extension
Pay: $65-$80/hour W2, depending on experience
Schedule: Monday-Friday, 9:00 AM-5:00 PM EST


About the Role

Russell Tobin is seeking an experienced Program Manager, Regulatory Compliance to support a large-scale public funding and compliance initiative for a leading global technology organization.

This role will be responsible for coordinating regulatory obligations, managing documentation and audit readiness efforts, and driving cross-functional initiatives across legal, compliance, and business stakeholders. The ideal candidate thrives in highly regulated environments, can manage multiple concurrent workstreams, and excels at organizing complex information to ensure long-term compliance success.

This is an excellent opportunity for a program management professional with experience in regulatory compliance, government programs, infrastructure initiatives, or other highly regulated industries.


Key Responsibilities
  • Lead and coordinate multiple regulatory compliance workstreams across a complex, multi-state program.
  • Manage regulatory filings, reporting requirements, and compliance deliverables while ensuring deadlines are met.
  • Maintain comprehensive documentation, records management, and audit-ready files to support long-term compliance obligations.
  • Partner with cross-functional stakeholders, including legal, compliance, business operations, and program leadership teams.
  • Track project milestones, risks, dependencies, and action items across multiple parallel initiatives.
  • Develop and deliver status reports, executive updates, and program documentation.
  • Establish and maintain processes that support information management and compliance governance.
  • Support audit preparedness efforts and ensure documentation remains accurate, organized, and accessible.
  • Drive operational efficiencies and process improvements across the compliance program.

Required Qualifications
  • 5+ years of Program Management or Project Management experience.
  • Demonstrated experience managing multiple concurrent projects, programs, or workstreams.
  • Strong documentation management and information organization skills.
  • Experience coordinating cross-functional stakeholders and driving projects to successful completion.
  • Exceptional written communication and documentation skills.
  • Experience working in regulated, compliance-driven, or governance-focused environments.
  • Proficiency with Jira and project tracking methodologies.
  • Strong analytical and problem-solving abilities with exceptional attention to detail.

Preferred Qualifications
  • Experience managing programs across multiple jurisdictions, states, or regulatory entities.
  • Background in regulatory compliance, legal operations, public sector programs, grants administration, or government-funded initiatives.
  • Experience within telecommunications, broadband, infrastructure, utilities, or other highly regulated industries.
  • Proficiency with SharePoint, Smartsheet, Asana, or similar documentation and project management platforms.
  • Familiarity with AI-powered productivity tools and workflow management solutions.
  • Experience supporting audit readiness, compliance reporting, or regulatory review processes.
