About the Position:

The Regional Program Director serves as the senior field representative for Public Promise Insurance Agency within an assigned multi-state territory. This highly visible role is responsible for developing trusted relationships with county government leaders, identifying strategic opportunities, and expanding participation in PPIโ€™s portfolio of workforce solutions. This is not a traditional sales position. It is a consultative role focused on helping counties address some of their most pressing workforce challenges, including healthcare affordability, employee financial wellness, talent recruitment and retention, and organizational resilience. Leveraging NACoโ€™s unparalleled reputation and relationships, the Regional Program Director will engage County Executives, County Administrators, Commissioners, Human Resources Directors, Finance Officers, Risk Managers, and state association leaders to understand their priorities and deliver meaningful solutions that improve outcomes for county governments and their employees. The successful candidate is a trusted advisor, strategic thinker, exceptional communicator, and relationship builder who thrives in a highly collaborative, mission-driven environment.

Key Responsibilities:

  • Serve as the principal relationship executive for counties throughout the assigned region
  • Build and sustain trusted relationships with county executives, administrators, elected officials, finance officers, HR leaders, and other key decision-makers
  • Develop a deep understanding of each countyโ€™s workforce priorities and organizational objectives
  • Position PPI as a long-term strategic partner rather than simply a provider of products and services
  • Maintain ongoing engagement with existing members while cultivating new county partnerships throughout the territory
  • Develop and execute a comprehensive regional growth strategy aligned with organizational objectives
  • Expand participation in PPIโ€™s portfolio of workforce solutions, including

  • Develop annual territory business plans with measurable goals and performance metrics.
  • Maintain an active pipeline of strategic opportunities using CRM tools and disciplined sales processes
  • Provide leadership with timely market intelligence regarding county priorities, competitive trends, legislative developments, and emerging member needs
  • Represent PPI at regional, state association, and NACo national conferences
  • Participate in educational sessions, networking events, board meetings, and industry forums
  • Strengthen PPIโ€™s visibility as a trusted resource within the county government community
  • Ensure exceptional member experiences from initial engagement through implementation and ongoing relationship management
  • Collaborate closely with Marketing, Operations, Account Management, Strategic Partners, and Executive Leadership

Qualifications:

  • Bachelorโ€™s degree from an accredited college or university
  • Minimum of five years of progressively responsible experience in strategic business development, relationship management, consulting, public affairs, or executive account management
  • Demonstrated success building executive-level relationships and influencing organizational decision-makers
  • Experience working with county government, local government, state associations, or organizations serving the public sector
  • Exceptional communication, presentation, negotiation, and consultative relationship-building skills
  • Highly self-motivated with the ability to independently manage a multi-state territory
  • Experience utilizing CRM platforms and Microsoft Office applications
  • Ability to travel approximately 50โ€“75%, including overnight travel
  • Residence near a major commercial airport

Location and Travel: This position requires extensive travel throughout the assigned territory by automobile and commercial airline, including overnight travel and attendance at multi-day conferences and meetings. Candidates should reside within reasonable proximity to a major commercial airport and possess a valid driverโ€™s license.

Salary Range:$100,000 - $125,000 (base salary + performance-based bonus), commensurate with experience and resource availability
