The Institute for Capacity Development (ICD) helps IMF member countries strengthen institutions and build the skills needed to design and implement sound economic and financial policies. ICD delivers capacity development through training and technical assistance in macroeconomic and financial policy, and it develops and implements the Fund's capacity development strategy.

The Strategy and Evaluation Division (ICDSE) of the Institute for Capacity Development (ICD) Department is seeking to fill a contractual vacancy for the position of Data Analyst/Sr. Data Analyst.

ICDSE is responsible for coordinating the overall governance and strategy of the Fund's capacity development (CD) program, which now accounts for around a third of Fund output. The overarching objectives of the policies developed by ICDSE are aimed at (i) enhancing the impact of the Fund's CD including through increased integration with surveillance and lending, effective prioritization, and a strengthened focus on implementation and results; and (ii) increasing the efficiency of CD processes and systems. ICDSE focuses its work around three mutually reinforcing pillars of activities: (i) CD Governance, (ii) CD Data and Analytics, and (iii) CD Results Measurement. In carrying out its work, the division collaborates closely with ICD divisions (mainly ICDGP/ICDRM but also other ICD divisions), area departments, and CD-delivering departments.

ICDSE helps achieve these objectives through leading the development and implementation of the Fund's 5-year CD strategy; acting as secretariat to the Fund-wide Committee on Capacity Building (CCB); coordinating the Fund's CD budgeting and planning cycle to facilitate improved prioritization; overseeing the framework for assessing CD performance through evaluation and results-based management; and development of discrete CD policy guidelines on issues like integration with surveillance and lending and the dissemination of CD output.

Duties and Responsibilities

Working closely with ICDSE management (or a designated supervisor), the Data Analyst/Sr. Data Analyst will support data and information management and analysis related to the Fund's capacity development activities. The role involves managing CD data, providing day-to-day support, and strengthening divisional data practices. The selected candidate will work with business owners and technical stakeholders to improve data quality, automate recurring reporting, and deliver decision-ready analytics.

Main responsibilities include the following:

  • Analyze the IMF's internal Capacity Development Management and Administration Program (CDMAP) data: Extract, validate, clean, and analyze CDMAP datasets; identify trends, issues, and opportunities; and produce clear analytical outputs for stakeholders.

  • Develop Power BI reporting: Build, enhance, and maintain dashboards and reports; troubleshoot access and refresh issues; improve usability; and document standard operating procedures.

  • Strengthen data quality and governance: Implement data quality checks (completeness, consistency, timeliness); maintain reference data and metadata; and support governance standards (definitions, ownership, controls).

  • Automate and improve processes: Streamline recurring data collection and reporting; propose automation options; and improve the efficiency and reliability of analytics products.

  • Deliver data products on request: Respond to internal and external requests by preparing validated extracts and summaries; develop supporting materials (e.g., presentations or briefings); and maintain appropriate version control.

  • Collaborate across teams: Work with business owners, IT/data platform teams, and other analysts to align requirements, resolve data issues, and deliver consistent reporting.

Qualifications

Educational development, typically acquired through the completion of a university degree, or equivalent, in programming/systems, computer science, statistics, finance, mathematics, economics, or a related field of study, is required. Alternatively, a minimum of two (2) years of experience in a related position at Grade A05, or equivalent, is required.

The successful candidate should:

  • Demonstrate experience working with datasets end-to-end (ingestion, cleaning, validation, transformation, and analysis). SQL proficiency and experience with relational data models

  • Strong proficiency in Power Bi (data modeling, DAX fundamentals, report/dashboard design, publishing, and refreshing concepts).

  • Experience with data pipelines/automation (e.g., Power Query, Power Automate, scripting) and standardized reporting processes

  • Advanced MS Excel skills (pivot tables; Power Query preferred) and strong presentation skills

  • Hands-on data management skills (data quality controls, documentation, and basic metadata practices).

  • Ability to translate business questions into analytical requirements and deliverables, with clear written and verbal communication.

  • Knowledge and experience in data analysis and/or information management as well as data governance principles.

  • Working knowledge of CDMAP is a distinct advantage.
