THE DIVISION
The Human Capital Division acts as a strategic business partner and advises with all employees and managers on human resources functions for a 350-person agency. Human Capital handles various day-to-day human resources operations including human resources, talent acquisition, onboarding, learning and professional development, labor and employee relations, career counseling, payroll, time and leave, benefits, analytics, civil service, employee engagement and experience, as well as other related topics.
THE ROLE
We are seeking a Human Resources professional to serve as a Recruitment Coordinator, as part of our evolving, dynamic, service-oriented Human Capital team. With primary focus in recruiting and staff retention, responsibilities include – but are not limited to – the following:
Recruitment Strategy

  • Develop effective job postings and recruitment strategies based upon job responsibilities and civil service minimum qualification requirements;
  • Develop strategies for identifying appropriate websites and recruitment sources for all DCP positions;
  • Create, edit and publicize job postings via NYCAPS, Internal/External sites, bulletin boards and other employment sites;
  • Assist with DCP and DCAS career fairs and recruitment events;
  • Drive recruitment outreach (i.e., Universities, American Planning Association, Medium, LinkedIn, other social media, etc.); coordinate internal and external recruitment networking initiatives and outreach with DCAS pipeline programs, high school, university and industry partners to increase awareness of the planning profession and DCP’s pipeline of candidates.
  • Establish regular and proactive communications with hiring managers to provide status updates on all hiring activities;
  • Respond to recruitment inquiries and send periodic internal and external emails regarding active postings;

Hiring & Personnel Transaction

  • Manage the full cycle recruitment process, including pre-planning meetings with hiring managers, extend job offers to prospective candidates;
  • Support hiring pool activity which entails coordinating interviews, responding to inquiries, informing candidates of interviewing decisions, recordkeeping of hiring pool activity/decisions, preparing summary reports of hiring pool.
  • Handle PAR submissions in NYCAPS for OMB approval in partnership with the Fiscal Team.
  • Send out and maintain offer letters and release requests and process new hires/DP-72 actions in NYCAPS;
  • Maintain Job Vacancy and PAR submission Tracking Systems to capture candidate information and other related metrics.

Pre-Onboarding & New Hire Orientation

  • Coordinate and Schedule background Investigations for all new hires in coordination with DCAS and DOI;
  • Manage all activities and operations performed during the pre-onboarding process to ensure adherence to governing citywide and agency-wide rules and regulations;
  • Support with New Hire Orientation rollout.

Compliance, Reporting & HR Support

  • Collaborate with oversight agencies (NYCAPS, OLR, DOI, DCAS) for best practices methodologies, and to ensure compliance with policies and procedures on recruitment and other personnel matters;
  • Provide information and assistance to agency management and staff on Civil Service exams and all applicable civil service rules;
  • Prepare routine ad-hoc reports on HRIS systems (e.g., NYCAPS, LRS, CHRMS, etc.);
  • Assist with special projects as needed.

PREFERRED SKILLS:

  • Minimum of two-year of Recruitment experience;
  • Expertise in NYC citywide HR platforms (e.g. NYCAPS, PMS, CHRMS, PRISE, LRS, NYCAPS TRAC, SMART RECRUITER);
  • Demonstrated knowledge of Citywide Personnel Rules and Regulations;
  • Experience with conducing Civil Service Hiring Pools,
  • Infallible attention to detail;
  • Strong interpersonal and customer service skills, ability to establish credibility across all levels of stakeholders and colleagues;
  • High proficiency in Microsoft Office, particularly Excel and PowerPoint;
  • Strong analytical and problem-solving skills;
  • Excellent written and spoken communication skills;
  • Ability to multi-task and work both independently and as part of a team; and
  • Ability to make judgements and decisions on confidential matters

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
