You Are:

Accenture is seeking an experienced Oracle Customer Cloud Service (CCS) Meter Data Management System (MDMS) Functional Lead to join our enterprise technology team. This role is pivotal in managing and optimizing Clients meter data operations within the Oracle CCS/MDM platform, ensuring accurate and timely processing of meter data to support billing, settlements, regulatory compliance, and customer operations across our US service territories.

You will serve as the primary functional expert bridging our Metering, Customer Operations, IT, and Regulatory teams - owning the end-to-end functional integrity of meter data management from collection through consumption.

The Work:

  • Lead the functional ownership, configuration, and continuous improvement of Oracle Utilities Meter Data Management (MDM/MDMS) integrated within the Oracle CCS ecosystem.

  • Oversee end-to-end meter data flows including VEE (Validation, Estimation, and Editing) rule configuration, interval data processing, scalar reads, and initial measurement creation.

  • Define and maintain functional configuration for device types, measuring component types, usage subscriptions, and service point hierarchies aligned with US utility operational models.

  • Manage the functional design and configuration of AMI (Advanced Metering Infrastructure) head-end integration, supporting large-scale smart meter deployments across the service territory.

  • Ensure accurate and timely delivery of usage data to downstream Oracle CCS billing, market transaction, and settlement processes.

  • Partner with metering operations, field services, and IT integration teams to support meter-to-cash data flows including on-demand reads, remote disconnect/reconnect, and outage data.

  • Collaborate with integration architects on data exchange between Oracle MDM and external systems including AMI Head-End Systems (HES), Geographic Information Systems (GIS), OMS, SCADA, and ISO/market systems.

  • Lead fit/gap workshops, business requirements sessions, and solution walkthroughs with stakeholders across Metering, Engineering, Customer Operations, Regulatory, and Finance.

  • Develop and maintain functional design documents (FDDs), configuration workbooks, VEE rule documentation, and business process flows.

  • Define test strategies and lead SIT, UAT, and regression testing for meter data scenarios; manage defect resolution with vendor and internal development teams.

  • Act as the functional escalation point for production issues involving meter data exceptions, VEE failures, missing reads, and usage delivery failures impacting billing.

  • Monitor and ensure compliance with applicable US regulatory and market requirements for meter data accuracy, retention, and reporting (FERC, state PUC, ANSI C12 standards).

  • Stay current with utility industry trends including Green Button, NAESB standards, AMI 2.0, and evolving state-level data access regulations; assess and implement impacts to Oracle MDM configuration.

  • Mentor junior functional analysts and business analysts; lead knowledge transfer and documentation efforts across the metering functional domain.

Travel may be required for this role. The amount of travel will vary from 0 to 100% depending on business need and client requirements.

Here's what you need:

  • Minimum of 3 years of functional experience with Oracle Utilities CC&B or Customer Cloud Service (CCS) in a US utility environment.

  • Minimum of 3 years of direct, hands-on experience with Oracle Utilities Meter Data Management (MDM) - configuration, VEE rules, and integration with Oracle CCS billing.

  • Minimum of 1 years of hands-on experience configuring VEE rules (validation algorithms, estimation algorithms, and editing processes) within Oracle MDM.

  • Minimum of 1 year of experience supporting Utilities based projects. Experience to include, but not limited to - AMI/smart metering, interval data, scalar reads, TOU rates, meter data flows, ANSI C12 metering standards, Green Button Connect My Data and exposure to ERCOT, PJM, ISO-NE, NYISO, or MISO.

  • Bachelor's degree or equivalent (minimum 12 years' work experience). If Associate's Degree, must have equivalent minimum 6-year work experience

Bonus Points if:

  • You have an Oracle Utilities MDM or CCS Cloud certification.

  • You have experience with Oracle Integration Cloud (OIC) or equivalent middleware supporting MDM head-end and downstream integrations.

  • You have familiarity with major AMI head-end platforms such as Itron, Landis+Gyr, Sensus, Honeywell, and their integration patterns with Oracle MDM.

  • You have experience supporting Time-of-Use (TOU), Critical Peak Pricing (CPP), or Dynamic Rate programs requiring interval data processing.

  • You have a background in Net Energy Metering (NEM) or distributed energy resource (DER) measurement configurations within Oracle MDM.

  • You have prior experience supporting a large-scale AMI deployment or MDM implementation/upgrade within a US utility.

  • You have familiarity with Oracle Analytics Cloud (OAC) or BI reporting for meter data quality and operational dashboards.

  • You have an understanding of US data privacy regulations applicable to customer energy usage data (state PUC rules, CPUC Rule 22, etc.).
