Job description

Description:

The Quality Assurance & Safety Manager is primarily responsible for the integrity and effectiveness of the Quality Management System within a Part 145 Repair Station, including inspection oversight, regulatory compliance, audit management, corrective action, quality records, inspector qualifications, calibration, vendor controls, and liaison with customers and regulatory authorities. As a secondary responsibility, the position coordinates the facility's Environmental, Health, and Safety (EHS) program, ensuring compliance with applicable OSHA, EPA, DOT, FAA, and company safety requirements; administering workplace hazard controls, environmental programs, incident response, emergency preparedness, and EHS training; and supporting a proactive safety culture throughout MRO operations.


General Accountabilities

· Manage and execute all inspection and airworthiness release activities.

· Ensure proper documentation, traceability, and accuracy of all inspection results.

· Maintain and update the Repair Station Manual (RSM), Quality Control Manual (QCM), and inspection procedures.

· Maintain the repair station roster, ensuring inspector qualifications, training, and certifications are current.

· Supervise incoming, in-process, and final inspections, including NDT activities.

· Ensure compliance with FAA Part 145, AS9100/AS9110, ISO9001, and company QMS requirements.

· Serve as the primary liaison with the FAA, DCMA, customers, OEMs, and other regulatory authorities on quality-related matters.

· Coordinate and lead internal and external quality audits, including AS9100/AS9110/ISO9001, customer, and regulatory audits.

· Ensure compliance with DCMA 8210 requirements and administer the Contractor Flight & Ground Operations Manual.

· Act as Export Compliance Manager (ITAR) and maintain controls for export-controlled data, materials, and processes.

· Establish and maintain the Approved Vendors List (AVL), including subcontractor qualification and audits.

· Lead root cause analysis (RCA) investigations for internal and external nonconformances and customer-initiated corrective actions.

· Ensure corrective and preventive actions are implemented, verified for effectiveness, and sustained.

· Promote continuous improvement initiatives across quality and operational functions.

· Oversee Test, Measurement, and Diagnostic Equipment (TMDE) calibration systems.

· Ensure configuration control and document accuracy across all quality systems.

· Lead, mentor, and supervise quality and inspection personnel, including training, coaching, performance evaluations, and competency standards.

· Foster cross-functional collaboration between Quality, Maintenance, Engineering, Materials, Facilities, and HR.

· Manage multiple priorities and assigned projects, including use of project management tools such as Smartsheet.

· Develop, implement, maintain, and coordinate the facility Environmental, Health, and Safety management program in accordance with OSHA, EPA, DOT, FAA, and company requirements.

· Conduct workplace safety inspections and risk assessments to identify, document, and mitigate hazards and unsafe practices.

· Maintain EHS policies, procedures, records, regulatory reports, and employee safety training programs.

· Investigate workplace incidents, accidents, and near-misses; document findings and coordinate resulting safety corrective actions.

· Manage hazardous material handling, waste management and disposal, spill prevention and response, and applicable environmental compliance requirements.

· Develop and maintain Job Hazard Analyses (JHAs) and safety Standard Operating Procedures (SOPs) for MRO processes.

· Ensure compliance with Lockout/Tagout (LOTO), Fall Protection, Hazard Communication, confined-space, fuel-handling, high-pressure system, heavy-lifting, and ergonomic requirements as applicable.

· Administer and enforce PPE requirements, including proper selection, use, maintenance, and respiratory protection where required.

· Coordinate emergency response plans, evacuation procedures, drills, crisis response activities, and alignment with ARFF personnel for fuel spill and emergency response.

· Monitor and report EHS performance indicators, including Recordable Incident Rate (RIR), Lost Time Injury Rate (LTIR), training completion, and safety action closure.

· Support the company Safety Management System (SMS) and promote proactive hazard reporting and risk mitigation across maintenance and inspection operations.

· Serve as the facility resource for occupational health, environmental compliance, and industrial hygiene matters.

Requirements:

Job Qualifications and Skills

· High School diploma or equivalent (required)

· Minimum 10 years of aviation quality/maintenance experience (preferred)

· At least 5 years in a supervisory role within a Part 145 repair station

· Experience in MRO or aerospace environments, including AVIM/AVUM operations

· Rotary-wing aircraft experience preferred (Bell, Sikorsky, Airbus; UH-1/UH-60 highly desirable)

· FAA Airframe & Powerplant (A&P) License (preferred)

· Inspection Authorization (IA) (preferred)

· AS9100/AS9110/ISO9001 Lead Auditor Certification (preferred)

· ITAR compliance experience (preferred)

· Working knowledge of OSHA, EPA, DOT, FAA, and applicable state safety and environmental regulations

· Experience with incident investigation, workplace risk assessment, and EHS management systems preferred

· EHS certification such as CSP, CHMM, CSHO, or OSHA 30-hour certification preferred

· Strong leadership, organizational, analytical, communication, and problem-solving skills

· Ability to respond effectively to regulatory, operational, and emergency situations


Physical Requirements:

· Ability to sit for prolonged periods of time.

· Ability to stand, walk, bend, stoop, and climb ladders as required in office and hangar environments.

· Ability to lift up to 50 lb. occasionally.

· Ability to wear required PPE, including safety glasses, gloves, and respirators as needed.

· Ability to pass a pre-employment drug test and background check.

Some travel may be required.
