Position Description
The Telecom and System Services Manager oversees the planning, development and implementation of the voice and data infrastructure. This position, along with subordinate staff, will be responsible for the installation, configuration, maintenance, support and optimization of all telephone systems and services, County's P-25 Public Safety Radio Communications System, Baldwin County Fiber System and Network Architecture.
Successful applicants must pass a criminal and motor vehicle background check and will be subject to a pre-employment drug test and physical.
Essential Job Functions
Project Management
  1. Develop project implementation plans and budget.
  2. Coordinate internal and external resources during implementation of project with emphasis on keeping projects on schedule and within budget.
  3. Develop reports and presentations.
  4. Manage multiple voice and data projects concurrently.
  5. Plan projects and identify project scope and resources; recommend project budget and spending plan.
  6. Monitor and track project progress. Recommend changes to project plan in response to unforeseen changes or unexpected results.
  7. Manage project resources and budget.
Systems Analysis and Design
  1. Develop long-range voice and data plans in accordance with IT strategic plan.
  2. Design and oversee voice and data projects to improve or expand the current infrastructure.
  3. Oversee and implement the acquisition and installation of voice and data equipment.
  4. Prepare voice and data budget recommendations.
  5. Develop, implement and maintain policies, procedures and training plans for the voice and data systems administration and appropriate use.
  6. Research emerging products, services, protocols and standards in support of voice and data equipment procurement and development efforts.
  7. Collaborate with other technical staff to ensure the safe and proper installation of cabling, wiring and other electronic hardware.
  8. Provide technical direction and leadership to less experienced team members.
  9. Perform other related duties as directed.
Systems Administration, Maintenance and Operations
  1. Manage voice and data infrastructure and its associated software.
  2. Monitor and identify capacity and performance issues for voice and data traffic to ensure continued, uninterrupted operation of voice and data systems. Assess need for system reconfigurations. Conduct testing and develop disaster recovery plans to detect faults, minimize malfunctions and backup systems. Generate voice and data usage and inventory reports.
  3. Interact and negotiate with vendors, outsourcers and contractors to secure products, services and maintenance.
  4. Identify potential risks and design strategies to mitigate or avoid them.
  5. Coordinate the testing, installation and implementation of system modifications.
Supervisory
  1. Perform daily supervisor duties for all subordinates.
  2. Establish and communicate priorities and timelines with subordinates.
  3. Hold regular meetings with subordinates to ensure effective communication of policies and mission.

Education and Experience
  1. Possess a Bachelor's degree from a recognized college or university in Computer Science, Information Technology or a closely related field; or a combination of education and experience equivalent to these requirements.
  2. Have a minimum of four (4) years' experience as an Information Systems Manager, Systems Administrator, Network Administrator, Network Support Specialist or other similar position that demonstrates leadership and technical capabilities in a multi site distributed environment.
  3. Minimum of two (2) years' experience performing systems or network administration tasks.
  4. Must possess a minimum of A+ and Network+ Certifications, additional certifications beneficial.
Other Characteristics
  1. Must be willing to travel and stay overnight as required.
  2. Must be willing to work nonstandard hours, including weekends and overtime.
  3. Must be willing to attend additional training, skills development and other self improvement courses as deemed necessary by supervisor.
