Job Description

We are seeking a Quality Systems Manager to join our Navy Systems team in York, PA. Our team here custom designs chilled water air conditioning and refrigeration systems for U.S. Navy and Coast Guard vessels from submarines to aircraft carriers, and have been doing so for over 100 years. This position is responsible for ensuring that the Quality Management System conforms to internal, customer, ISO 9001, and regulatory and legal requirements.

This role is a key leadership role within our quality team and will play an integral role in the continued growth and improvement of our business through the modernization of the manufacturing and quality management systems aimed at achieving first pass yields, on-time delivery performance, increased product flow / throughput and exceeding customer’s expectations.
Salary range: $115,000 - $145,000. Negotiable based on experience.
Bonus Eligible: Yes
Pay Range: Negotiable based on experience.  (Considering both Mid-Level and Senior level candidates.)
Benefits: Eligible for benefits on first day of employment
Vacation: 3 weeks of paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks in total)

As a Quality Systems Manager, you will:

  • Ensure that the organization’s Quality Management System conforms to customer, internal, ISO 9001, and regulatory/legal requirements.
  • Leads and manages the internal audit and layered process audit programs.
  • Organizes and serves as the lead for customer, regulatory / third party accreditation audits.
  • Leads the effort to update, modernize and implement digital solutions for QMS related systems, procedures and transactions throughout the business.
  • Develops and maintains key performance metrics and dashboard relative to the performance of the quality system.
  • Reports on the performance of the QMS, including the need for improvement to senior management on a regular basis.
  • Leads and provides QMS training as required.
  • Manages and maintains required inspector and QMS related training requirements and records.
  • Manages the document and change control system.
  • Manages the non-conforming material system for internal and supplier discrepancies.
  • Assists with development and release of procedures and standard work.
  • Manages the corrective and preventative action system and performance.
  • Manages and maintains records retention requirements and storage of records.
  • Reviews and approves engineering, product and process documentation and test results for completeness and compliance to requirements.
  • Prepares required notifications and technical submittals to customers and internal contract program teams.
  • Manages source inspection scheduling and coordination.
  • Maintains the current status of approved suppliers accreditation status and performance.
  • Manages and maintains the supplier survey process.
  • Ensures the flow down of all applicable quality system and customer requirements to suppliers.
  • Identifies and maintains the latest up-to-date requirements and changes in customer requirements, standards, and regulations/laws relative to quality management system and outgoing product quality requirements.
  • Leads and participates on continuous improvement teams to reduce the cost of poor quality (COPQ), first pass yields, increase product flow / throughput and achieve on-time delivery performance.
  • Supports COPQ metrics and analysis for CI teams. Generates various reporting metrics for scrap and rework, and first pass yield.

Required Qualifications:

  • 5+ years of quality auditing experience
  • Experience supporting heavy industrial, automotive, aerospace, metal machining, or welding and fabrication environments.
  • Strong knowledge of Quality Management Systems (QMS) and standards
  • Experience working with ISO 9000, TS 16949, or AS 9100 quality standards
  • Proficient in personal computer capabilities in MS Office software, Minitab or other quality data analysis tools..
  • Demonstrated ability to organize, facilitate and lead product quality, process and system improvement teams.


Preferred Qualifications:

  • Lead ISO 9001 auditor with strong customer and regulatory audit experience preferred
  • Knowledge of Non -destructive inspection methods and applications preferred such as MT/PT/VT/ET/UT
  • Experience working with measurement systems analysis, GD&T, and blueprint reading skills


Preferred Education:

  • Bachelor’s Degree in Engineering (Mechanical, Industrial, Aerospace, Metallurgy) or related discipline preferred. 
  • Formal Lean or Six Sigma training
