Job description

JOB DESCRIPTION
The Quality Responsible Engineer (QRE) is accountable for ensuring end-to-end quality assurance and quality control across assigned critical equipment packages for an FPU project. The role ensures that package quality requirements are clearly defined, embedded into procurement and execution, verified through surveillance and testing, and delivered with complete, accurate documentation (Manufacturing Record Book / Dossier) to meet client specifications, applicable codes/standards, and project quality objectives.
This position is a key integrator between engineering requirements, vendor manufacturing, inspection/testing, and final handover, ensuring right-first-time delivery, minimal rework, and robust closure of quality issues.
Key Accountabilities & Responsibilities
1) Package Quality Planning & Requirements (Early Engagement)
โ€ข Review MR / PR / Datasheets / client specifications and translate requirements
into Supplier Quality Plans (SQP), Inspection & Test Plans (ITPs), checklists, and
surveillance strategies.
โ€ข Confirm package quality requirements are contractually captured in RFQ / PO /
T&Cs, including:
o Applicable codes/standards (API/ASME/IEC/ISO/NACE, etc.)
o Hold/Witness points, FAT/SAT requirements, calibration, traceability
o Documentation requirements and dossier format (MRB / MDR)
โ€ข Lead quality risk assessments for each package (criticality ranking, special
processes, long-lead risk, supply chain complexity) and implement mitigation
plans.
2) Supplier Quality Management & Vendor Surveillance
โ€ข Act as the focal point for supplier quality performance and ensure vendors
implement robust QA/QC systems.
โ€ข Perform/coordinate:
o Vendor qualification / capability audits (as required)
o Pre-production meetings to align on ITP, manufacturing sequence, special
processes, and acceptance criteria
o In-process surveillance (remote or on-site), including sub-vendor controls
โ€ข Ensure special processes are qualified and controlled (e.g., welding, NDE,
coating/painting, heat treatment, rubber lining, electrical testing, etc.).
3) Inspection, Testing, FAT Readiness & Execution
โ€ข Manage the inspection program across fabrication/manufacturing stages:
o Raw material verification and MTC/traceability
o Dimensional checks, functional tests, pressure tests, NDE, coating DFT
o Electrical/instrument tests (IR, continuity, loop checks where applicable)
โ€ข Coordinate and support FAT planning and execution:
o FAT procedure review, acceptance criteria, punch management, retest
requirements
o Ensure third-party attendance requirements are met and records are
complete
โ€ข Ensure equipment meets packaging, preservation, and shipment readiness
standards prior to dispatch.
4) Nonconformance, Corrective Actions & Continuous Improvement
โ€ข Lead the quality response for:
o NCR / deviation / concession / waiver processes
o Root cause analysis (RCA) and corrective/preventive actions (CAPA)
o Timely closure of quality actions with verified effectiveness
โ€ข Support project learning by capturing lessons learned and feeding them back
into package strategies and procurement templates.
5) Documentation, Dossier Completion & Handover
โ€ข Ensure complete and accurate manufacturing data book / dossier compilation:
o ITP records, inspection reports, test certificates, calibration certs
o Material traceability packs (MTCs), welding books, NDE reports
o CoC/CoA, preservation records, packing lists, shipping release notes
โ€ข Drive dossier completeness to meet project handover milestones and avoid
commissioning delays.
โ€ข Maintain quality records in the project document management system with
robust revision control.
6) Interface Management (Engineering-Procurement-Construction- Commissioning)
โ€ข Work closely with package managers and engineering to resolve
technical/quality queries (TQ), ensure approved deviations, and support MOC
when required.
โ€ข Provide quality input into expediting priorities based on risk and readiness.
โ€ข Support site receiving inspection, preservation audits, and installation readiness
checks.
โ€ข Participate in readiness reviews for mechanical completion and commissioning
handover for assigned packages.
7) Governance, Compliance & Stakeholder Management
โ€ข Ensure compliance with:
o Project Quality Plan (PQP)
o Project requirements (including documentation and assurance
expectations)
o Applicable statutory/regulatory, certifying authority/class requirements
(where relevant)
โ€ข Prepare for and support audits, surveillance visits, and quality review meetings.
โ€ข Provide concise quality performance reporting (KPIs, risks, issue log, status
dashboards).

Depending on assignment, the QRE may cover one or more of the following:
โ€ข Topsides rotating equipment (compressors, pumps, turbines/drivers)
โ€ข Produced water / seawater treatment packages
โ€ข Power generation / switchgear / transformers
โ€ข Valves (HIPPS/ESD/BDV), actuators, control panels
โ€ข Chemical injection skids, metering systems
โ€ข Fire & gas systems, HVAC, cranes, winches, marine systems
โ€ข Electrical & instrumentation skids, analyzers, telecoms

JOB REQUIREMENTS
Degree/Diploma in Mechanical / Electrical / Instrumentation / Materials / Quality
Engineering (or equivalent).
โ€ข 8-15+ years in EPC oil & gas project execution, with package/vendor quality
management experience.
โ€ข Strong working knowledge of QA/QC tools, inspection methods, and dossier
requirements.
โ€ข Familiarity with relevant industry standards (as applicable to packages): API,
ASME, ASTM, IEC, ISO, NACE/ISO 15156, etc.
โ€ข Experience in vendor surveillance, FAT execution, and nonconformance
management.
โ€ข Preferred certifications include ISO 9001 Lead Auditor, ASNT NDT Level II, CSWIP
3.1/3.2, and coating inspection certifications (e.g. NACE/AMPP, FROSIO).
