Program Description:

The Program Evaluation and Quality Assurance (PEQA) Department designs, implements, and manages the organizationโ€™s systems of performance measurement, quality assurance, and continuous improvement. PEQA strengthens the agencyโ€™s ability to achieve its mission by developing and facilitating processes that measurably improve the quality, efficiency, and impact of our workforce development programs and operations. The department supports leadership in managing toward high performance and datainformed decisionmaking.

Overall Responsibilities:

Under the general direction of the Director of Performance Measurement & Monitoring in close collaboration with workforce development leadership, the Workforce Development Performance Analyst supports workforce development programs by developing systems, tools, and insights that enhance program effectiveness and drive continuous quality improvement. The analyst collaborates closely with program leadership, frontline staff, and the PEQA team to ensure accurate performance measurement, strong data integrity, and actionable reporting that supports strategic and operational decisionmaking.

Essential Duties and Responsibilities:

The essential duties of the Workforce Development Performance Analyst include, but are not limited to, the following activities:

  • Support analytical and quantitative needs across workforce development programs, including metric development, performance tracking, and evaluation of program effectiveness.
  • Develop and refine key performance indicators related to job placement, retention, training completion, employer engagement, and participant demographics.
  • Analyze participant outcomes and program trends to identify opportunities for improvement and inform strategic planning.
  • Design and develop interactive dashboards and recurring monitoring reports in Power BI.
  • Create data models and queries to support reporting needs such as participant progress, employer engagement, and contract compliance.
  • Serve as a Salesforce subjectmatter expert, supporting data structure, workflows, reporting, and dashboard creation.
  • Collaborate with program and PEQA teams to optimize configurations, ensure data integrity, and improve user experience.
  • Build and automate Salesforce reports and dashboards for realtime performance monitoring.
  • Conduct data integrity reviews and support staff in strengthening data collection practices and workflow efficiency.
  • Aggregate and analyze participant and employer feedback to identify service quality improvement opportunities.
  • Build staff capacity and understanding around data literacy, Salesforce usage, performance measurement, and evaluation practices.
  • Perform additional responsibilities as assigned to support PEQA and organizational goals.

Qualifications:

  • Masterโ€™s degree in a related field preferred, or Bachelorโ€™s degree with a minimum of three yearsโ€™ experience in workforce development, human services, program evaluation, or related fields.
  • Strong analytical skills with the ability to organize, analyze, and interpret quantitative data with accuracy and attention to detail.
  • Experience with Salesforce required, including reporting, data management, and workflow optimization.
  • Experience with data visualization tools required (Power BI strongly preferred).
  • Knowledge of relational databases, data modeling, and information design.
  • Excellent communication skills, with the ability to translate complex data concepts into clear, nontechnical language.
  • Exceptional attention to detail and strong organizational skills.
  • Experience with SQL or Python preferred.
