SAP Public Sector Financials Solution Architect

Location: Hybrid in Mc Lean VA / Can be remote 

Engagement Type: Contract / Full-Time

 Duration: 24 months

Role Overview: Lateral Insights is seeking an experienced SAP Public Sector Financials Solution Architect to support a large-scale County Government transformation initiative involving SAP S/4HANA, SAP SuccessFactors, and third-party benefits administration platforms.

 The Solution Architect will provide leadership for the Public Sector Finance workstream and ensure the successful transformation of the existing SAP R/3 environment to SAP S/4HANA while supporting public sector financial processes, compliance requirements, and integration with HR and external systems.

 Key Responsibilities

 Solution Architecture

 * Define and govern the end-to-end SAP Public Sector Financials solution architecture.

* Lead design workshops with business stakeholders and government agencies.

* Develop target-state business processes aligned with SAP S/4HANA best practices.

* Ensure solution alignment across Finance, Procurement, Treasury, Grants, Funds Management, HR, and external systems.

SAP S/4HANA Transformation

 * Lead Public Sector Financials design and migration from SAP R/3 to SAP S/4HANA.

* Assess current-state processes and recommend transformation opportunities.

* Define data migration, integration, security, and compliance requirements.

* Support fit-gap analysis and solution blueprint development.

Public Sector Financial Management : Provide functional and architectural leadership for:

 * General Ledger (GL)

* Accounts Payable (AP)

* Accounts Receivable (AR)

* Budget Control System (BCS)

* Funds Management (FM)

* Grants Management (GM)

* Treasury and Cash Management

* Public Sector Accounting

* Tax Management

* Wage and Payroll Accounting Integration

* Revenue Management

* Utility Billing Integration

* Procurement and Supplier Management

Integration Leadership:

* Architect integrations between SAP S/4HANA, SAP SuccessFactors, Benefits Administration Platforms, and third-party systems.

* Define integration strategy using SAP Integration Suite and standard APIs.

* Ensure seamless employee, payroll, benefits, and financial data flows.

Governance & Compliance

* Ensure compliance with government accounting standards and public sector regulations.

* Support audit, security, risk management, and internal control requirements.

* Participate in architecture review boards and steering committee meetings.

Project Leadership

* Work closely with Program Managers, Project Managers, Functional Leads, and Technical Architects.

* Provide solution guidance during design, build, testing, deployment, and hypercare phases.

* Support change management and organizational readiness activities.

Required Qualifications

* Bachelor?s degree in Finance, Accounting, Information Systems, or related field.

* 12+ years of SAP experience.

* 8+ years of experience in SAP Public Sector Financials.

* Minimum 3 full lifecycle SAP Public Sector implementations.

* Minimum 2 SAP S/4HANA transformation programs.

* Strong expertise in:

    * SAP Funds Management

    * SAP Grants Management

    * SAP Treasury and Cash Management

    * Public Sector Budgeting

    * Government Accounting

    * Tax and Revenue Management

* Experience with SAP SuccessFactors integration.

* Experience integrating SAP with Benefits Administration platforms.

* Strong stakeholder management and client-facing consulting skills.

Preferred Qualifications

* Experience with County, State, Federal, or Municipal Government organizations.

* SAP S/4HANA certification.

* SAP Public Sector Management certification.

* SAP Financial Accounting (FI) certification.

* SAP Treasury certification.

* Experience with SAP Integration Suite and SAP BTP.
