Job description

NOVA Engineering & Environmental is seeking a highly experienced Senior Environmental Engineer to support and lead Florida Department of Environmental Protection (FDEP) Petroleum Restoration Program (PRP) projects across the state.

This role is ideal for a technically strong and client-facing professional with deep experience in PRP site assessment, regulatory compliance, and remedial system design, construction, and optimization.

Key Responsibilities:

  • Lead and manage FDEP Petroleum Restoration Program (PRP) projects from initiation through closure, ensuring delivery on scope, schedule, and budget.
  • Provide technical leadership and field oversight for: Monitoring well and soil boring installations, Groundwater and soil sampling activities, Pilot testing and system performance evaluations, Tank closure and spill bucket closure activities
  • Design, implement, and optimize remedial systems (e.g., SVE, AS, MPE, injection-based remedies) in accordance with FDEP guidelines.
  • Prepare and review technical deliverables including RAPs, SRCO documentation, assessment reports, and system O&M reports.
  • Serve as a primary point of contact with FDEP regulators and PRP administrators, ensuring compliance with program requirements.
  • Develop proposals, scopes of work, and cost estimates for PRP projects across Florida.
  • Mentor and provide technical guidance to junior engineers and field staff.
  • Support business development efforts and maintain strong relationships with clients, subcontractors, and regulatory stakeholders.
  • Oversee project financials, including budgeting, forecasting, and cost control.

Required Qualifications:

  • Bachelorโ€™s degree in Environmental Engineering, Civil Engineering, or related field
  • 7+ years of experience working on FDEP PRP projects across Florida
  • Proven experience with petroleum site assessment, remediation, and regulatory closure strategies
  • Strong working knowledge of FDEP PRP guidelines, reporting requirements, and regulatory processes
  • Experience managing multiple projects and field teams simultaneously
  • Ability to travel throughout Florida as needed

Preferred Qualifications:

  • Professional Engineer (PE) license is highly preferred
  • Experience with remedial system design, construction oversight, and long-term O&M
  • Background in contractor management and system troubleshooting/optimization
  • Strong proposal development and client management experience
