Job description

Duties Description Duties Description Complete segments of more complex projects in executing the Respirator Fit Testing contract, the in-house Respiratory Protection Training Program, and the FA/CPR/AED training contract, responding to regional training and vendor inquiries, customizing and distributing rosters, and cross referencing the invoices to the rosters to ensure accuracy, as needed. Act as the liaison between H&S Unit and Contract/Budget Offices that includes preparing necessary contract/budget paperwork, reviewing and paying vendor invoice(s) using the Statewide Financial System (SFS), as well as be the designated contact for the vendors.

Act as proxy for H&S Unit Staff in submitting travel reports within the SFS to rectify payments and requests per diem payments. Recommend or implement changes to administrative documents (including internal forms, organizational charts, and contact listings), and update section procedures to improve efficiency and effectiveness. Assist H&S Director with oversight and coordination of the DEC Medical Monitoring (MM) Program.

Review Program medical service requests/enrollment changes, provide oversight of the scheduling process, and help ensure the effective implementation of the DEC Rabies Immunization Program for eligible employees. Assist the AED Program Manager in the management of the DEC Automated External Defibrillator (AED) Program multiyear budget and distribution of supplies/materials. Work with the contracted vendor and the DEC Regions to schedule training classes in accordance with the predetermined contracted schedule.

Respond to inquiries received in the AEDCPRFirstAid mailbox account with program manager guidance. Supervise other H&S Unit Staff. Occasionally conduct limited or assist other staff with H&S inspections, accident investigations and ergonomic assessments to ensure compliance with NYS Dept.

of Labor H&S regulations and applicable Agency policies. Accompany professional H&S Unit Staff to assist in the collection of field data such as air samples, noise dosimetry, ventilation system hood/duct measurements, pictures, etc., needed to evaluate employee exposures. Coordinate and/or perform H&S training courses on a variety of topics, as directed

Conduct compliance reviews of required H&S training courses such as chainsaw safety, AED and evacuation drills; the MM scheduling process and the Rabies Immunization Program; and annual risk assessment reviews required by the DEC Workplace Violence Prevention Program, as directed. The position will rely heavily on working with Microsoft Word, Excel, Adobe, Forms, SharePoint, Webex, Teams and Notes to implement, track, and ensure program compliance with applicable rules and regulations. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Qualifications for NYHELPS or 55b/c* appointment are: EPS TRAINEE 1: Four years or experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns. *An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

EPS TRAINEE 2: Five years or experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns. *An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. EPS1: Six years or experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns.

*An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. EPS 1: * If applying under the 55b/c, candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55b/c program. Candidates may also be eligible via the following: Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
