Job description

ABOUT THE ORGANIZATION
Preventing Failures. Delivering Outcomes.
T. White Parker is a results-focused information technology (IT) and management solutions firm that has helped private sector companies and U.S. federal agencies do business better for over 20 years. From delivering critical data and information to assist senior leaders in making critical decisions to providing operational support to enable a mission, our professionals are natural problem solvers, critical thinkers, masters of execution, and have a passion for superior quality. We hire for careers, not just for contracts and offer competitive benefits ... including unlimited PTO!
POSITION DESCRIPTION
T. White Parker is hiring an Operations Manager to own and execute the company's full back-office function. This is a hands-on role. As such, you will be doing the work, not just managing people who do it. You will keep the company running smoothly across finance, HR, recruiting, contracts administration, vendor management, and internal systems while also supporting the CEO. This role is scoped for someone who wants to grow. As T. White Parker scales, this position is the foundation for a future VP of Operations.
What sets this role apart: we expect you to actively use AI tools and process automation to work smarter. You will not be given a rigid playbook; you will build one. If you see a manual process that could be automated, fix it. If there is a tool that eliminates five hours of weekly effort, find it and implement it.
PRIMARY DUTIES AND RESPONSIBILITIES
Primary job duties and responsibilities include, but are not limited to the following:
Finance & Accounting
  • Manage day-to-day bookkeeping, accounts payable/receivable, and cash flow tracking in coordination with the accounting team
  • Ensure accurate project-level cost and hours tracking across all active engagements
  • Manage timekeeping compliance and support annual incurred cost submissions
  • Process payroll inputs and coordinate with benefits providers

HR & People Operations
  • Manage employee onboarding, offboarding, benefits enrollment, and personnel records
  • Manage hiring logistics: job postings, interview scheduling, background checks, offer letters
  • Maintain HR policies, employee handbook, and compliance with state and federal employment requirements
  • Administer PTO tracking, performance review scheduling, and recurring HR calendar items

Contracts & Compliance Administration
  • Maintain the contract register for all engagements/contracts, subcontracts, and agreements (including tracking periods of performance, ceilings, deliverable due dates, and reporting obligations) in coordination with Engagement Directors and Managers
  • Support contract file maintenance and deliverable calendars in coordination with Engagement Directors and Managers
  • Assist with subcontract administration, including invoice review and flow-down compliance tracking
  • Coordinate with management and legal counsel on NDAs, teaming agreements, and contracts

Vendor & Office Management
  • Own vendor relationships across IT, insurance, benefits, facilities, and software subscriptions
  • Manage the Reston office and ensure it is operationally ready for hybrid staff
  • Track and negotiate vendor contracts, renewals, and service levels

Systems, Automation & Process Improvement
  • Administer internal SharePoint-based document management system and enterprise AI platform
  • Proactively identify manual or inefficient processes and implement AI tools or automation to eliminate them
  • Build and maintain the internal operational playbooks that allow the company to scale
  • Stay current on practical AI tools and surface high-value adoption opportunities to leadership

MINIMUM POSITION REQUIREMENTS
Experience
  • Bachelor's degree in Business Management, Management Information Systems, or equivalent field.
  • 4 - 6 years in a hands-on operations, office management, or business operations role -- preferably in an IT or professional services firm
  • Familiarity with federal contracting operations strongly preferred: FAR basics, contract file management, DCAA-aware financial practices, and deliverable tracking
  • Proven ability to manage multiple operational functions simultaneously with minimal direction
  • Experience with bookkeeping or financial tracking tools (Unanet, Deltek, or similar)
  • Proficiency in Microsoft Office Suite and Microsoft Project.

AI & Technology Aptitude
  • Actively and independently uses AI tools (e.g., Claude, ChatGPT, Microsoft Copilot, or equivalents) to get work done faster and better
  • Resourceful problem-solver who seeks out automation, templates, and tools before defaulting to manual effort
  • Comfortable learning and implementing new platforms without hand-holding

Competencies
  • Exceptionally organized and detail-oriented ...you build systems, catch details, and follow through without reminders
  • High integrity and discretion in handling sensitive financial, HR, and contractual information
  • Clear communicator who can distill operational complexity into concise executive-ready updates
  • Self-starter who identifies gaps and closes them without waiting to be asked
  • Collaborative and low-ego; comfortable on a close-knit team where everyone wears multiple hats

EOE STATEMENT
We are an equal employment opportunity employer. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, disability status, protected veteran status, sexual orientation, or any other characteristic protected by law.
