Raytheon is seeking a highly motivated candidate to serve as a Proposal Program Manager to support the Qatar/Kuwait/Bahrain Patriot portfolio. You will support teams in all activities associated with the pursuit, order, and capture of existing and future work for program value at ~$250M annually. These responsibilities include leading and supporting proposal efforts through the capture phase by supporting the Program Manager. This may also include leading support efforts for existing contracts that have definitization or other proposal support needs. Additionally, you will be supporting financial reporting, action item reporting, subcontract management support, customer deliverable management, and all levels of coordination within the core program team.

You will be required to leverage tactical and strategic planning skills in a rapid paced environment with constant change. You will coordinate activities across all Patriot product line IPTs and CBTs and requires collaborative working relationships with E&P, Operations, Engineering, Manufacturing, R&C, Contracts, Supply Chain, Quality, HR, Finance, Treasury, and DT.  Within this coordination is the overall ownership to drive success from initial Request for Proposal (RFP), through the submit gate, and through program award with the goal of capturing future work and expanding the Qatar/Kuwait/Bahrain portfolio. You will need proficiency in dynamic environments including problem solving, leading cross functional teams, effective communications, and driving results across a varied supply base. 

What You Will Do:

  • Responsible for managing multiple simultaneous complex Foreign Military Sales (FMS) and Direct Contractor Sale (DCS) development, production, and sustainment proposals with the guidance of the Program Manager
  • Develop & lead proposal kickoff & submit gate packages in accordance with the RLPM process
  • Coordinate and lead a team in proposal development
  • Prepare, revise, update, and monitor required documentation and analysis in compliance with proposal requirements including corporate and business policies and procedures.
  • Ensure on-time delivery of proposal efforts; taking the necessary steps to ensure quality, schedule, and cost requirements are achievable in execution.
  • Lead pre/final TINA sweep activities ensuring development of compliant proposals and actively support customer negotiations.
  • Develop and maintain the spend plan for New Business Initiative (NBI) funding; provide strategic thought leadership to develop innovative proposal solutions that provide affordable pricing to customers while also achieving business and enterprise goals.
  • Optimize processes and practices and contribute to Qatar/Kuwait/Bahrain strategy considerations resulting in value-added capability insertion opportunities
  • Expected to support domestic and international travel as needed

Qualifications You Must Have:

  • A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience
  • Proposal, Program Management, or related experience managing cost, schedule and technical performance of a program with domestic and international customers
  • Experience working with cross-functional teams within either an IPT organizational structure or an IPL construct
  • Experience with risk and opportunity management, earned value planning/tracking/ reporting, and/or metrics management

Qualifications We Prefer:

  • EVMS Certification and/or relevant experience as a Control Account Manager (CAM) on an EV program
  • Program Management Certified Level 6 or Equivalent
  • Excellent presentation and communication skills
  • Direct experience managing people or resources in matrixed organizations
  • Experience as a change agent, able to energize organizations to achieve beyond expectations

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels.
