Job description

Nightwing is looking for an on-site Proposal Manager to lead the preparation of compliant, compelling proposals of varying size and low complexity, classified and unclassified. This role works with multiple operational and functional areas to plan, develop and improve customer-facing proposals. In this role, the person is responsible for guiding and directing the pursuit team throughout the proposal development process while implementing and adhering to proposal development best practices. As a player-coach, the Proposal Manager contributes to the proposal by drafting, editing, and proofreading the proposal to ensure the response is compliant and compelling.
Proposal Manager Duties and Responsibilities
  • Ensure the timely submission of compliant and compelling proposals
  • Collaborate internally and externally (team members and consultants) to develop compelling offerings
  • Facilitate strength-based win strategy planning and implementation
  • Create and track overall and volume level compliance matrices
  • Create detailed, comprehensive proposal schedules and timelines
  • Assign and track taskings to ensure clear roles and responsibilities
  • Lead the planning, development and refinement of proposal content
  • Work with subject matter experts to understand project goals and objectives
  • Lead and contribute in content planning, solutioning and strategy
  • Research and gather information to support proposal content
  • Develop and maintain proposal templates and guidelines
  • Perform Proposal Coordination activities to facilitate proposal operations
  • Provide proposal development training in accordance with industry best practices
  • Track and report on proposal submissions and outcomes

Proposal Manager Requirements and Qualifications
  • Must have 10 years of experience supporting proposal and business activities
  • Must have experience leading low complexity efforts as a Proposal Manager
  • Must be able to step in and support volume writers with content creation
  • Experience using collaboration software, such as SharePoint
  • Management and leadership skills are critical in this position
  • Experience in a leadership role, preferably in support of a government contract
  • Knowledge of industry-specific requirements and standards
  • Knowledgeable in Shipley methodologies and practices
  • Ability to manage multiple projects simultaneously
  • Strong attention to detail and organizational skills
  • Experience working with and leading cross-functional teams
  • Ability to meet tight deadlines and manage multiple projects
  • Active TS/SCI Clearance
  • Must be able to travel throughout the WMA as required
  • Travel up to 10% may be required outside the WMA

Salary & Benefits
The salary associated with this position ($99,000-$206,000) is commensurate with the selected candidate's qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
