Job description

ProLog, Inc. is seeking a Program Manager to lead performance in support of the U.S. Army Aviation and Missile Command (AMCOM) Logistics Center (ALC) Supply Chain Management Directorate (SCMD). The Program Manager will serve as ProLog's primary point of contact with the Government and will hold full authority for contract execution, personnel management, quality assurance, safety, performance, and operational coordination across SCOS tasks. Assigned to Redstone Arsenal, Alabama, the Program Manager will support operations at both Redstone Arsenal and Fort Bliss, Texas, directing geographically separated teams supporting supply chain management, logistics analysis, warehouse operations, property accountability, data analytics, and program management support.

Key Responsibilities
  • Serve as ProLog's single point of contact with the Contracting Officer (KO), Contracting Officer’s Representative (COR), and AMCOM leadership, acting with full authority on all contract performance matters.
  • Direct total contract performance across Redstone Arsenal, AL and Fort Bliss, TX operational sites.
  • Provide direct leadership and oversight to site operations managers, senior analysts, warehouse managers, developers, administrative personnel, and subcontractors.
  • Manage staffing levels, recruitment, workforce performance, employee retention, safety programs, and overall personnel administration.
  • Monitor operational performance against the Performance Work Statement (PWS), Acceptable Quality Levels (AQLs), contract schedules, and Government surveillance metrics.
  • Coordinate daily operations with the Contracting Officer, COR, AMCOM ALC SCMD leadership, ProLog executive management, and partner organizations.
  • Oversee subcontractor integration, work allocation, performance management, and dispute/issue resolution.
  • Oversee supply chain support activities encompassing inventory optimization, requisition processing, Materiel Release Orders (MROs), transportation, packaging, property accountability, warehouse management, and advanced logistics analytics.
  • Oversee quality control implementation, performance tracking, root-cause analysis, corrective action plans (CARs), and continuous process improvement.
  • Maintain strict cost, schedule, staffing, quality, safety, security, and resource allocation controls across FFP and CPFF/Cost-Reimbursable CLINs.
  • Direct the preparation and timely submission of all Contract Data Requirements List (CDRL) deliverables, Standard Operating Procedures (SOPs), monthly performance and cost reports, and Quality Control Plans.
  • Oversee Government Furnished Property (GFP) and Government Furnished Equipment (GFE) accountability in strict compliance with FAR Part 45, DFARS Subpart 245.1, and AR 735-5.
  • Direct workforce onboarding, security clearance processing, Common Access Card (CAC) credentialing, system access, and workforce continuity planning.
  • Lead contract transition-in and transition-out activities, ensuring seamless knowledge transfer, operational continuity, and minimal impact on mission readiness.
  • Maintain open, transparent communications with Government stakeholders to proactively address operational risks and performance trends.
  • Ensure organizational compliance with FAR, DFARS, Army Regulations (AR 25-2, AR 190-13, AR 380-5, AR 385-10, AR 700-138), security policies, and safety protocols.
Required Qualifications
  • Bachelor's degree in Business Administration, Supply Chain Management, Logistics, or a related field.
  • 10 or more years of experience managing Federal Government and defense service contracts.
  • 5 or more years of specific Army logistics experience.
  • Demonstrated experience leading multi-disciplinary personnel and geographically dispersed operations.
  • Thorough working knowledge of FAR and DFARS provisions applicable to defense acquisitions and property management.
  • Proven experience managing Quality Control Programs, workforce performance, and customer relationships.
  • Excellent verbal, written, and interpersonal communication skills with military and civilian leadership.
  • Must possess or be eligible to obtain and maintain a Secret security clearance eligibility.
Preferred Experience
  • Direct experience supporting AMCOM, Army Materiel Command (AMC), or defense supply chain organizations.
  • Familiarity with Army Working Capital Fund (AWCF) or Single Stock Fund (SSF) operations.
  • Hands-on knowledge of Army enterprise logistics systems including LMP, GCSS-Army, and STAMIS.
  • Experience in Army aviation, missile systems, Class IX repair parts, or depot-level wholesale supply support.
  • Demonstrated experience in Government property accountability and CMMC/cybersecurity compliance.
  • Experience managing Performance-Based Acquisitions with strict Quality Assurance Surveillance Plans (QASP).
  • Hold a Secret security clearance eligibility upon hire.
