Job Description

In this role, you will help ensure Turner & Townsend has the workforce visibility and resourcing coordination needed to deliver major projects successfully. You will work at the intersection of project delivery, PMO, workforce planning, and Talent Acquisition, helping business leaders understand current and future resource demand, prioritize hiring needs, monitor pipeline progress, and reduce staffing-related delivery risk.

As PMO Resource Analyst, Major Projects, you will be involved in:

Major Project Mobilization & Workforce Readiness

  • Support workforce planning and mobilization activities for major projects, programs, client engagements, and strategic pursuits across the business unit.
  • Work with delivery leaders to understand upcoming project phases, role demand, critical skill requirements, and timing of resource needs.
  • Help translate project pipeline and pursuit activity into forward-looking hiring and resourcing plans.
  • Track mobilization readiness, including hiring status, start dates, onboarding requirements, project assignments, and outstanding staffing risks.
  • Support early identification of hard-to-fill roles, constrained skill sets, and priority vacancies that may impact delivery commitments.
  • Supporting governance forums related to resource planning, workforce readiness, hiring pipeline review, and project staffing risk.
  • Creating standardized PMO tools, templates, trackers, and guidance to support consistent workforce planning, requisition tracking, resource reporting, and onboarding coordination.

Hiring Pipeline & Resource Coordination

  • Partner with hiring managers and Talent Acquisition to clarify role requirements, project context, priority levels, and target start dates.
  • Provide practical insight into candidate availability, market constraints, location challenges, and hard-to-fill skill sets to help inform workforce planning and hiring prioritization.
  • Support the translation of project staffing needs into clear requisition inputs, intake notes, and candidate profile requirements.
  • Monitor candidate pipeline health and highlight risks related to volume, quality, timing, or hard-to-fill skill sets.
  • Provide hiring managers and delivery leaders with regular updates on hiring progress, blockers, and recommended actions.
  • Support proactive workforce pipeline planning for future project phases and anticipated client demand.
  • Preparing leadership-level summaries that clearly communicate staffing risks, delivery constraints, hiring dependencies, and recommended escalation actions.

Reporting & Continuous Improvement

  • Providing leadership with clear visibility of workforce demand, hiring progress, resource constraints, and mobilization readiness so that staffing risks are identified early, and project teams can be built ahead of delivery need.
  • Supporting the design, implementation, and continuous enhancement of resource reporting frameworks, including dashboards, KPIs, milestone reporting, hiring pipeline summaries, and management updates.
  • Working with project teams, Talent Acquisition, HR, Finance, Operations, Digital, Data Analysts, and Project Controls teams to ensure reporting outputs are accurate, timely, and aligned with governance requirements.
  • Conducting periodic quality checks on resource plans, staffing trackers, hiring reports, onboarding documentation, and related PMO outputs.
  • Tracking actions, decisions, risks, dependencies, and recommendations arising from resource reviews, leadership forums, audits, lessons learned, or assurance activities.
  • Preparing communications, guidance materials, process notes, and stakeholder updates to support adoption of new PMO resource management practices.

Other Key Responsibilities

  • Supporting the growth of Turner & Townsend’s PMO, resource planning, and workforce governance capability through the development of tools, templates, playbooks, and internal knowledge assets.
  • Contributing to opportunity and engagement tracking as required, including preparation of presentations, resourcing inputs, and internal/external communications.
  • Inputting key information into Turner & Townsend internal database tools, including opportunity tracking, resource planning, invoicing, and related business systems. Training will be provided where required.
  • Supporting business unit operational reporting and coordination activities as required.
  • Contributing to PMO maturity, process standardization, and improved visibility of workforce demand and delivery readiness.
Qualifications

Essential:

  • Minimum of 3 years of experience in resource coordination, workforce planning, recruitment coordination, talent acquisition operations, project coordination, PMO support, business operations, or a similar project-based environment.
  • Experience supporting hiring managers, project leaders, or business stakeholders with role intake, requisition tracking, candidate pipeline coordination, onboarding readiness, or workforce reporting.
  • Strong understanding of project-based delivery environments and the importance of timely staffing, role clarity, mobilization readiness, and resource risk management.
  • Experience maintaining trackers, dashboards, action logs, reporting packs, resource plans, hiring pipeline reports, workforce plans, or project governance documentation.
  • Strong stakeholder engagement skills, with the ability to coordinate across project teams, hiring managers, Talent Acquisition, HR, Finance, Operations, and leadership stakeholders.
  • Strong organizational skills with the ability to manage multiple priorities, deadlines, stakeholders, and competing demands.
  • Proficient in Microsoft Outlook, Word, Excel, PowerPoint, Teams, and SharePoint.
  • Good with numbers, technology, data accuracy, and web-based reporting tools.

Desirable

  • Experience recruiting for, coordinating hiring for, or supporting workforce planning across major projects, infrastructure, construction, energy, oil and gas, pipeline, engineering, project controls, or professional services environments.
  • Familiarity with major project roles such as project managers, project controls professionals, cost managers, schedulers, commercial managers, contract administrators, engineers, construction managers, and commissioning resources.
  • Experience using talent market insight, candidate availability, skill scarcity, location constraints, or hiring trends to inform workforce planning and delivery leadership decision-making.
  • Experience supporting project start-up, ramp-up, demobilization, remobilization, or large-scale team mobilization.
  • Familiarity with digital tools such as Smart Recruiter (or other applicant tracking systems), Power BI, SharePoint, Workday, and Visio.
  • Understanding of project lifecycle governance, delivery milestones, stage gates, approvals, and escalation pathways.
  • Professional certifications such as CAPM or recruitment-related certifications would be considered an asset.
  • Experience coaching junior team members or contributing to broader PMO capability development would be an asset.
